Developing a World Centre of Excellence on Landslides Prepared by: PhD Robert Mikac, Commander of Civil Protection of the Republic of Croatia Prof. Dr. Snjezana Mihalic Arbanas, Croatian Landslide Group, WCoE Prof. Dr. Zeljko Arbanas, Croatian Landslide Group, WCoE

Natural disasters in Croatia Natural Disasters Map Source: Threat assessment of the Republic of Croatia 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Platform for Disaster Risk Reduction Established 2009 as “multisectoral and interdisciplinary in practice and involving the general public, civil society and all interested parties in the country“ The tasks and objectives - the exchange and coordination of knowledge, experience and views on the need for action to reduce disaster risk, risk assessment, harmonization of activities www.platforma.hr 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Platform for Disaster Risk Reduction Platform consists of Croatian governmental entities: national emergency management and local and regional governmental bodies Platform is part of network supporting forming of national knowledge and information center for disaster risk reduction encompassing national agencies which collects information about the hazardous events 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

World Centre of Excellence on Landslides in Croatia World Centre of Excellence on Landslide Disaster Reduction The need for good science as an input to policy making is so readily apparent when we talk about public safety in a face of natural hazards World Centre of Excellence on Landslides in Croatia (2014-2017) Bilateral scientific joint-research Japanese-Croatian SATREPS project (2009-2014) 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Japanese-Croatian SATREPS project on Landslides (2009-2014) Scientific researches at the Croatian pilot areas Connecting scientist at the national, regional and international levels Establishment of internationally recognized regional network of scientific institutions and enhancing regional cooperation 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Japanese-Croatian SATREPS project on Landslides (2009-2014) Scientific researches at the Croatian pilot areas: Landslide mapping Landslide monitoring Early warning systems Landslide mapping using advanced technologies for identification of landslide risk to engineering structures (dam) and indirect threats by flooding 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Japanese-Croatian SATREPS project on Landslides (2009-2014) Scientific researches at the Croatian pilot areas: Landslide mapping Landslide monitoring Early warning systems Landslide monitoring using advanced technologies for monitoring of landslide movement and landslide causal factors 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Japanese-Croatian SATREPS project on Landslides (2009-2014) Scientific researches at the Croatian pilot areas: Landslide mapping Landslide monitoring Early warning systems Infrastructure for development of early warning system of the large landslide in urban city area, Kostanjek Landslide 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Japanese-Croatian SATREPS project on Landslides (2009-2014) ICL, International Consortium on Landslides is an international non-governmental and non-profit scientific organization, supported by the UNESCO, WMO, FAO, UNISDR, UNU, ICSU, WFEO i IUGS, the Government of Japan; and others. Connecting scientist at the national, regional and international levels by: Establishment of the Croatian Landslide Group organizing project workshops becoming member of the International Consortium on Landslides The Croatian Landslide Group and the Emergency Management Office of the City of Zagreb become ICL member during SATREPS project period 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Japanese-Croatian SATREPS project on Landslides (2009-2014) Formal establishment of regional network of scientific institutions as one of eight regional networks of ICL – ICL Adriatic-Balkan Network. Enhancing regional cooperation by launching Regional Symposium in the Adriatic-Balkan Region Participants of the 1st Regional Symposium on Landslides in the Adriatic-Balkan Region (Zagreb, Croatia, 2013) organized by ICL ABN 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

World Centre of Excellence on Landslides Practical application of scientific results during disastrous events of massive landslide activation in Croatia in 2013 and 2014 Analysis of spatial distribution of massive activation of landslides in NW Croatia (WHERE IS LANDSLIDE HAZARD?) Analysis of triggering factors of massive activation of landslides in NW Croatia, i.e., identification of precipitation threshold (WHEN AND WHY LANDSLIDE HAZARD APPEARS?) Development of real-time landslide monitoring for the purpose of early warning system (Kostanjek landslide in Zagreb) (WARINING OF CITIZENS AND RESCUE SERVICES) Numerical modeling of disastrous landslides for the purpose of risk identification (Grohovo-Valici Reservoir landslide near Rijeka) (ACCEPTABLE AND UNACCEPTABLE RISK) 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

World Centre of Excellence on Landslide Disaster Reduction Practical application of scientific results related to policy making and strategic planning for disaster preparedness: Landslide risk management at the level of local government (e.g., cooperation with the county City od Zagreb, the City of Karlovac) Landslide risk management at the level of national government (e.g., cooperation with the National Protection and Rescue Directorate of the Republic of Croatia) Networking to support forming of national knowledge and information center for disaster risk reduction (e.g., cooperation with the Croatian National Platform for Disaster Risk Reduction) 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015

Conclusion Next step we took during WCDDR in Sendai, we started to prepare to get full integration of the Croatian National Platform and the Croatian WCoE on Landslide Risk Reduction for disaster risk reduction by signing 'Sendai Partnerships 2015-2025 for Global Promotion of Understanding and Reducing Landslide Disaster Risk' 3rd World Conference on Disaster Risk Reduction, Japan, Sendai, 14-18 March 2015
