Differentiated Pay Plan Wilson County Schools

Why the Change? Additionally, the state has adopted a new salary schedule. State law [T.C.A § (h)], adopted by the General Assembly in 2007, already requires school districts to adopt and implement differentiated pay plans to aid in staffing hard to staff subject areas and schools and attracting and retaining highly qualified teachers.

State Salary Schedule Year 0Years 1-5Years 6-10Years With Bachelors Degree Base Base + $570= $30,990 Base + $3,190 = $33,610 Base + $6,585 = $37,005 With Advanced Degree Base + $3,415= $33,835 Base + $7,030 = $37,450 Base + $10,890 = $41,310 Base Salary= $30,420

Planning Process We felt Wilson County Schools could do better. We formed a committee of administrators and teachers from around the county and across all grade levels : Mt. Juliet Middle School, Southside Elementary, Mt. Juliet Elementary, Lebanon High School, Watertown High School and Wilson Central High School

Base pay vs Reward pay Experience and degrees vs performance, etc. Test vs nontest teachers Stipends for teacher coaching, mentoring or extra classes Planning Process Key decision points It took several meetings with this group to develop goals and discuss compensation that might impact goals

New Teacher hired in who is Level 5 teacher throughout their career $1,344,624 $1,509,600 Current Master Degree $1,487,136 New – 5 $1,642,100 Bachelor $297,476 Master $154,964 Difference between 5 and Current New – 4New – 3 $1,379,100 Current Bachelor Degree Total Over 30 Year Career

20+ Years Experienced Teacher $ $ $ $ $ $ $ $ $ $850 $8,400 additional income over 10 year period based upon Level 5

Earning Potential – 3 x longer Most teachers do not reach their full earning potential until late in their career Source: U.S. Census Bureau, American Community Survey,

Goals: Increase Student Achievement Through… Teacher Retention – especially years 3 – 10 –Reduce number of teachers who leave the district for more pay to zero within three years by increasing base pay and opportunities for increases Teacher Recruitment –Increase the number of applicants with TEAM/TVAAS scores of 4 or 5 by 50% within three years by increasing base pay and adding performance based increase to base Teacher Improvement – through coaching –Reduce the number of TEAM/TVAAS level 1 and 2 teachers by 80% –Move 25% of TEAM/TVAAS level 1, 2, and 3 teachers to level 4 and 5

The Facts for Tennessee Ranked 125/137 in per pupil expenditures Loss of teachers to neighboring districts Increasing enrollment in Wilson County –700 new students –10 new teaching positions Ranked 80/135 in average teacher salary Wilson County ranks 2/95 in per capita income

Planning Process Our finance team developed a spreadsheet that allowed experimentation with scenarios and calculated the projected cost. This allowed for good conversations with stakeholders when suggesting changes in base pay and/or performance increases. Additionally, sharing of research regarding the impact of experience and degrees on performance assisted in the conversation with the stakeholder group. Elements Increase base pay to $40,000 in 3 years Differentiated pay increase based upon TEAM/TVASS scores Fixed amounts rather than percentages to provide fastest incremental growth during early years Stipends for teacher coaches/mentorsNo experience step increases

Elements Any salary calculations will start with an existing teacher’s current salary. (It will NEVER be less than the salary per state law) Although step increases are gone, an annual increase similar to a step will be awarded for teachers whose TEAM score is a 3, 4, or 5 and their Individual Growth Score is not a 1 or 2

No Individual Growth Score Level of Effectiveness

Three Year Average for Individual Growth Score Individual Growth Score Level of Effectiveness

Elements Any time our base pay rises above an existing teacher’s pay, the teacher pay will increase the base amount unless the teacher’s TEAM/TVAAS score is a 1 or a 2. Teachers will NOT top out at 20 years experience. If you have 20 years, you can begin to earn a performance increase again. How a Performance increase will be calculated – Salary will be based on the school year TEAM and TVASS scores

Elements – pending funding 2014–15 $500,000 new dollars (above former steps) –New Base Pay (Teachers with TEAM or Individual Growth Score of 1 or 2 will remain current salary) Base to $38,000 –Performance increases (increases are cumulative and based upon TEAM scores with min. Individual Growth Score of 3) Level 3 = $250 Level 4 = $500 Level 5 = $750 –Teacher Coaching/Mentoring stipends

Elements – pending funding $500,000 new dollars (above former steps) –New Base Pay (Teachers with TEAM or Individual Growth Score of 1 or 2 will remain current salary) Base to $39,000 Level 4 = $40,000 (if 3 year average TEAM Score of 4) Level 5 = $41,000 (if 3 year average TEAM Score of 5) –Performance increases (increases are cumulative and based upon TEAM Scores with min. Individual Growth Score of 3 unless salary is increased by new base pay) Level 3 = $350 Level 4 = $600 Level 5 = $850 –Teacher Coaching/Mentoring stipends

Elements – pending funding $400,000 new dollars (above former steps) –New Base Pay (Teachers with TEAM or Individual Growth Score of 1 or 2 will remain current salary) Base to $40,000 Level 4 = $41,000 (if 3 year average TEAM Score of 4) Level 5 = $42,000 (if 3 year average TEAM Score of 5 –Performance increases (increases are cumulative and based upon TEAM Scores with min. Individual Growth Score of 3 unless salary is increased by new base pay) Level 3 = $350 Level 4 = $600 Level 5 = $850 –Teacher Coaching/Mentoring stipends

Notes No cap on salary Career ladder remains if you already have it One time base increase for teachers currently pursuing advanced degree. Must complete by June –$3000 – if advanced one degree –$4000 – if advanced two or more degrees
