The BGA Apollo Clean Transportation Manufacturing Action Plan  Modern Transit  High Speed Rail  Clean Freight Movement  Make it in America!

Make it in America  56,000 + US factories have closed or moved overseas in the past 10 years  90,000 more are at risk of going out of business

Make it in America The US sent more than $10 billion of taxpayer dollars overseas to buy trains, buses, track and other transit equipment between 2005 – 2009

Make it in America Despite its decline, manufacturing still represents 12 percent of America’s gross domestic product

Make it in America On average, each manufacturing job supports 2.5 jobs in other sectors; Lower paid service sector jobs support no more than 1.6 associated jobs

U.S. Congress, Office of Technology Assessment,1983 “U.S. manufacturers are not likely to decide to reenter the market and manufacture railcars unless the U.S. Government (like other major Western countries and Japan) assures a stable, predictable, and planned rail equipment market that spreads orders out more or less evenly and in manageable sizes.”

The BGA Apollo Clean Transportation Manufacturing Action Plan Expand the U.S. Market for Modern Transit and Rail Systems Spur Domestic Manufacturing to Meet the New Demand

Expand the Market Invest $30 Billion a year in Public Transit Invest $10 Billion a year in Intercity Rail Expand Financing Approaches Develop National Freight Plan & Upgrade our Nation’s Freight Vehicle Fleet

Expand Innovative Financing Approaches Leverage greater state, local, and private transportation investment Expand successful programs such as TIFIA, TIGER, and TIGGER

Develop National Freight Plan & Upgrade our Nation’s Freight Vehicle Fleet Identify significant corridors and hubs – invest strategically 124,000 jobs created by 2030 with widespread deployment of advanced medium- to heavy-duty trucks 50,000 new jobs generated by investments supporting the manufacture of modern and efficient freight rail cars

Spur Domestic Manufacturing Help Domestic Manufacturers Retool and Make New Investments Target Gaps in Domestic Supply Chains and Technologies to Reduce Pollution Increase Transparency & Accountability of Current Standards Encourage Product Standardization and Improve Procurement Practices

Passenger Railcar and Locomotive, Transit Bus, and Clean Truck Manufacturers and Assembly Locations Passenger Railcar and Locomotives Transit Bus Hybrid Truck Domestic Manufacturers

Help Domestic Manufacturers Retool and Make New Investments Federal assistance via direct grants, loan guarantees, or low-interest loans. Expand the Advanced Technology Vehicle Manufacturing (ATVM) Loan Program to include low-emissions transit vehicles, rail cars, and clean truck technologies.

Target Gaps in Domestic Supply Chains and Technologies to Reduce Pollution If we improve the existing bus and railcar domestic supply chains we create the potential of a 30% job increase DOT and MEP coordination in identifying U.S. manufacturers that can meet demand for products, or can retool to fill a supply chain gap

California 64,342 Texas 41,709 Ohio 33,385 Illinois 29,770 Pennsylvania 29,079 Top 10 States to Gain Manufacturing Jobs Under TMAP Investment Scenario Michigan 25,969 New York 24,109 Indiana 23,572 North Carolina 23,220 Wisconsin 22,236

Increase Transparency & Accountability of Current Standards New Transparency via DOT’s ‘Buy America’ Website China, Canada, and Europe attach minimum domestic content standards to leverage investments for greater employment gains

For Every 80 Cents the U.S. Invests in Rail, China Invests $12.50

Encourage Product Standardization & Improve Procurement Practices Bring down costs Remain competitive Facilitate pooled purchasing initiatives Decrease cost per unit Increase order volume Achieve economies of scale

United Streetcar: Creation of an Industry  Manufacturing the first modern American streetcar has opened doors for businesses across the U.S.  USC is working with approximately 200 businesses in over 20 states  USC currently works with many specialized U.S. companies that have never had the opportunity to work in the streetcar arena  These companies are now part of a new industry, bringing new work to their shops Major Streetcar Vendors Across America

TMAP Benefits  3.7 million jobs created over 6 years, 600,000 in the manufacturing sector  Increase Net Annual GDP by $60 billion  $14 billion in annual tax revenue  Provides nearly $45 billion in additional income for Americans
