What does ECM mean?

Every Child Matters (ECM) was published in September 2003 following Lord Laming’s report on the death of Victoria Climbie on 25 Feb 2000; its proposals formed the core of the subsequent Children Act 2004.Every Child MattersChildren Act 2004

Victoria Climbie was sent to this country from the Ivory Coast in the hope of a better life, but within a year and a half she was dead, the victim of horrendous physical abuse. Victoria died as the result of the neglect and the vicious beatings meted out by her great aunt, Marie Therese Kouao, and her boyfriend Carl Manning. But she was also failed by social workers and others who could have stepped in to protect her. This poor little girl had scars all over her body, on the head, on the trunk, front and back, and on all four limbs Victoria died of hypothermia in February She had 128 injuries.

What are the main proposals?

The main proposals Promotes a common responsibility for children. A positive approach to information sharing. Co-operation between schools, LAs, police, probation, district councils where relevant, Strategic Health Authorities, PCTs, Connexions.

What are the benefits?

Increase educational achievements for all children. Reduce offending and anti-social behaviour. Increase attendance at school. Reduce teenage pregnancy. Address ill-health. Reduce abuse and neglect.
