Program Implementation

Objectives for Week Eight Discuss Implementation of Public Programs Discuss the BHA Case Linking Course Concepts to Implementation

Failure in McKibbin’s Article What is programmatic failure? Why was McKibbin less successful than originally anticipated? – Nature of the service technology? – Task interdependence? – Complexity of the environment? – Structural issues in the organization?

Why Programs Fail Incorrect underlying causal theory Ambiguity in goals and/or processes Insufficient resources or political support Multiplicity of partners and participants Principal-agent dilemma Poor internal structure

Program Theory Anticipated or expected behavioral response to program activities. Status transformation that service technology seeks to deliver.

Implementation Theory Manner in which a program must be executed to achieve the desired goals/outcomes. Means by which a program achieves status transformation.

Basic Program Implementation Logic Model Inputs – Resources dedicated to or consumed by the program Activities – Treatments, services, or tasks that comprise a program’s service methodology Outputs – Unit measures of program delivery or utilization Outcomes – Status transformation due to program participation

Number of Social Workers Input, Activity, Output, or Outcome?

Number of Meals Delivered Input, Activity, Output, or Outcome?

Continuous Full-time Employment Input, Activity, Output, or Outcome?

Tutoring to Improve Reading Skills Input, Activity, Output, or Outcome?

Housing Vouchers Input, Activity, Output, or Outcome?

Providing Mental Health Counseling Input, Activity, Output, or Outcome?

Children Learn to Manage Stress Input, Activity, Output, or Outcome?

Seniors Develop Healthy and Nutritious Diets Input, Activity, Output, or Outcome?

Job Skill Development Input, Activity, Output, or Outcome?

Foundation Grant Money Input, Activity, Output, or Outcome?

Number of Education Classes Attended Input, Activity, Output, or Outcome?

Section 8 Voucher Program Vouchers intended to increase mobility and enhance choices of low-income families Waiting list, briefing, search Program accomplishments = significant Interaction with Welfare-to-work programs May not be achieving full potential Bring in consulting team

Question 1 What pieces of information would you like to have as you began to think about how to improve administration of program?

Interview Participants and Landlords Housing briefing is confusing Reading materials are difficult to follow Affordable housing supply is thin Search time = 60 days Discrimination = problem Security deposits and application fees Section 8 staff are not helpful – little connection to related services and opportunities Landlords find process burdensome

Question 2 What kinds of recommendations would you make based on this information?

Actual Recommendations Improve briefing materials Create a security deposit loan fund Expand search time Workshops for landlords Administrative improvements that track to the basic mission of program

Housing Assistance and the BHA Key actors? Key problems, issues, dilemmas? Logic model of program implementation? Structure of BHA?

Strategic Plan for BHA What are the most important next steps? – Specifically, what are three short-term actions that should be taken? – What are the top three long-term issues that need resolution? As a class - how do we evaluate these alternatives? – Effectiveness – Costs – Time and feasibility

Improving Implementation Experiments and pilot testing Evaluation of logic model Improve management of multiple participants Managing the street-level Alternative service delivery mechanisms Implementation as a “game” or thought experiment Backward mapping
