Mobile Online Intelligent Decision Support System Rick Smith, Dr. Stacey Lyle and Dr. Patrick Michaud-Division of Nearshore Research Conrad Blucher Institute for Surveying and Science, Texas A&M University-Corpus Christi Geospatial Research Innovation Design (GRID) had developed a Mobile Online Intelligent Decision Support System (MOIDSS™) solution for NASA under a Small Business Innovation Research (SBIR) contract. MOIDSS™ utilizes wireless technologies for field personnel to send and receive digital data via real-time geographic information system (GIS). The solution can rapidly, in real time, ingest data sequentially from a variety of input sensors, provide initial field verification of data, and distribute the data to various nodes and servers at collection, processing and decision hub sites. Data distribution utilizes existing wireless (802.11a/b/g), broadband satellite and land communication carriers. The technologies’ operating system is based on ESRI© ArcSDE©, ArcIMS©, ArcPad© and ArcGIS© products. The operating system is not proprietary to the GRID. Field interface devices which includes biometric capability for password protection and relational tracking of data is provided. Field personnel input the data using a Geospatial Authentication™ process within virtual private network (VPN). MOIDSS™ uses geospatial technologies to access digital imagery and has GPS location capabilities to display with sufficient size and resolution the rendering of vector and raster data and other sensor data for easy understanding and modeling. Field personnel providing information and support to science investigations, resource managers, emergency managers and community planners will use the innovative wireless technology. First responders to natural and human- made disasters will also use the innovation. Office Data System Mobile Data Drive Broadband Satellite Environmental Sensors Mobile Rover VPN Repeater Mobile Data System MOIDSS™ Framework MOIDSS™ is an end-to-end solution comprised on commercial off-the-shelf products that are uniquely selected to be modular for upgradeability and rapid deployment. An Office Data System is comprised of GIS servers that replicate data to portable drives, which can move to a Mobile Command Center (MCC). The MCC can be a permanent or temporary installation that is self supportive with broadband satellite internet and power configurations. The Mobile Data System is comprised of a GIS server comprised of ArcSDE©, ArcIMS©, and MSSQL©, which delivers and records the GIS data in real-time. The Real-time Environmental server records data from remote sensors to the GIS server. A Virtual Private Network server is in place to operate the Geospatial Authentication™ security system. These solutions protect users and data form hacking and hijacking. Geospatial Authentication™ Geospatial Authentication™ uses GPS satellite observable to ensure users are within designated areas to access the VPN. Geospatial Authentication™ can be as complex as needed based on security of data. Geographic Realty Intelligent Linking Database (GRILD) Based on user information and geospatial location digital data within a Geographic Information Grids (GIG’s) is automatically uploaded for the user within the GIS server. Data collected or viewed is done directly to the GIS server and no data is maintained on the mobile handheld computing devices. This ensures security and consistency of GIS data. Real-time Environmental Server Environmental Server communication with field sensors such as weather, radiation, water and air quality, spectrometry, and tidal information and ports it to the MSSQL© database for real-time access via ArcPad© or ArcGIS©. Environmental sensors use small data collection computers and a/b/g wireless communication to provide data to the server. Data is collected at sensor site then poled to the Environmental Server, checked, achieved, and supplied to field and office personnel. PmWiki ArcIMS© PmWiki is a Wiki Wiki Web system developed in PHP scripting language and is designed as a tool to support easy, collaborative authoring and maintenance of web sites. A PmWiki ArcIMS© allows users to work on customizing the internet map service solution to meet their needs without complex JAVA or XML programming skills.
