What does NHS West Kent do? In England, Primary Care Trusts (PCTs) are the local NHS commissioners. They consult and work collaboratively with a variety of partners within and outside the NHS, to commission services for the local population and are ultimately accountable for commissioning decisions, the budgets and health, well-being and clinical outcomes.
