2 Explorations in Cyber International Relations OSD Minerva Research Project at Harvard & MIT The Critical Gaps The Project Vision highlights the need to close three gaps: Domain-Theory Gap - between 20 th C. international relations theory & 21 st C. cyber realities Empirical-Analytical Gap - between existing data & needed metrics of cyber attributes and activities Policy-Analysis Gap - between traditional practices & the demand for new analytical tools and multi- methods perspectives All of this can be done only with a multi-disciplinary strategy
