Residential Weatherization and Ventilation Subcommittee Progress Recap and Initial Recommendations January 4, 2011 Subcommittee: Residential Weatherization and Ventilation 1

Who is on the Subcommittee? Subcommittee: Residential Weatherization and Ventilation Specifications 2 All members of the Residential Subcommittee are automatically volunteered to review the WX and Ventilation Specifications. Current members are: Adam Hadley Bruce Carter Dave Bausch Jim Dolan Jim Maunder Kyle Chase Paul Driscoll Rod Street Tom Eckman Adam Zielinski Bruce Manclark Dave Wimpy Drew Edwards Jim O'Donnell Lucinda Gilman Paul Tschida Ross HolterTom West Bob Davis Chris Dorsi David Baylon Eli Caudill John Krigger Lyle Neiss Mark Gosvener Ted Haskell Travis Reeder Brady Peeks Dale Horton David Hales Gary Curtis John Wigle Mark Johnson Mark Jerome Tim Engleson Warren Cook Brian Green Darrel Tenter Jeff Cole Glenn Atwood Kacie Bedney Michael Vogel Rich Arneson Tom Eckhart

Where we are Subcommittee: Residential Weatherization and Ventilation Specifications 3 Ongoing review of Residential Weatherization Specifications Last revision 2006, three year cycle is goal Current Specifications reviewed and changes submitted Including a comprehensive revision from BPA Ventilation Standards tied to house tightening Subcomm determined disclosure path best, with reference to ASHRAE or Nat’l Standard Parallel Evolution National Workforce Guidelines US DOE IAQ Protocol from US EPA

Revisions to 2006 Specifications Subcommittee: Residential Weatherization and Ventilation Specifications 4 Changes: Clarification of applicable codes and requirements – language clean-up Clarification of approved materials, more reference to codes and manufacturer’s compliance

Revisions to 2006 Specifications Subcommittee: Residential Weatherization and Ventilation Specifications 5 Attics Pre-sealing brought in from air seal separate measure Kneewalls detailed Hatches and Doors detailed Extend exhaust fans to outdoors Installer Certificate

Revisions to 2006 Specifications Subcommittee: Residential Weatherization and Ventilation Specifications 6 Floors Pre-sealing brought over from air seal measure Installer Certificate Ducts Metal ducts to R11 – same, Flex R8 OK

Revision to 2006 Specifications Subcommittee: Residential Weatherization and Ventilation Specifications 7 Windows Safety glass requirements deferred to Code, “protective bar in lieu” allowance deleted NFRC U-Value remains at.30,.35 for patio doors Language cleanup on frame assembly, durability

Parallel Evolution Subcommittee: Residential Weatherization and Ventilation Specifications 8 US DOE Workforce Guidelines for Home Energy Upgrades

Parallel Evolution Subcommittee: Residential Weatherization and Ventilation Specifications 9 US EPA Indoor Air Quality Protocols for Home Energy Upgrades

Next Steps: Recommendations Subcommittee: Residential Weatherization and Ventilation Specifications 10 Weatherization Merge and reformat 2006 Weatherization Specifications with BPA new proposed document format Take out all “shoulds” and “recommendeds” and practices Keep at a basic specification to achieve intended installation or measures Suggest development of a Best Practices or Workforce Guide And look at DOE document for opportunities to not re-create Suggest development of a Field Guide for Compliance with Program Standards Training Mentoring Quality Assurance

Next Steps: Recommendations Subcommittee: Residential Weatherization and Ventilation Specifications 11 IAQ / Ventilation Develop new standard based on USEPA Protocol With scrutiny of ASHRAE 62.2 and options to ~ Disclosure language for all program participants Suggest development of a Best Practices or Workforce Guide Suggest development of a Field Guide for Compliance with Program Standards Training Mentoring Quality Assurance

In Progress Subcommittee: Residential Weatherization and Ventilation Specifications 12 Subcommittee has BPA proposed format, DOE and EPA documents to review and compare. Ventilation remains a hot topic. The parallel evolution of other documents is an opportunity to mesh with a national effort and not reinvent – but only when it makes sense to do so. Lots of talk around inspections, enforcement and training. Tailor specifications to markets with differing workforce skill sets – i.e. prescriptive air sealing only where no Home Performance contractors serve. Look toward whole-house / Home Performance-style measure bundles.

Next Subcommittee: Residential Weatherization and Ventilation Specifications 13 If you have an opinion, get it to the subcommittee. Next subcomm teleconference is January 21. All are welcome on call, so if you are not on the committee already, me. Ongoing documents are posted on RTF Website.
