Outline General Statement About the CSA Identifying User Needs Responding to User Needs The CSA Dissemination Strategy Tools Put in Place to Address User Needs The CSA Website as a Pivot of the CSA Dissemination Strategy The ENADA System The ETHIOINFO Price Database GIS Lesson Learnt and Challenges

General Statement About CSA Mandated to conduct socioeconomic surveys and compile national statistics from administrative records Coordinate the national statistical system (NSS) of the country and be involved in statistical capacity building activities Central data source for the country. Identifying User Needs User needs were Identified through: User Producer Forum Users Feed Back The following main needs were identified Access to Aggregated Data Access to Micro Data Access to Indicators Access to Time Series Data Access to Food and Agriculture Related Data Better Documentation for Better Utilization of Data International Standards for Metadata Documentation Access the data from anywhere -Electronic Method of Dissemination Application of GIS for Dissemination One Stop Shopping Service

Responding to User Needs The CSA Dissemination Strategy Put in place the international standards for documentation SDMX, DDI, Dublin Core, Aggregated data: Freely available The Annual Agricultural Sample surveys The Monthly Price Indices The Quarterly and yearly Business statistics The Annual Employment and Unemployment surveys The DHS survey The Population and Housing Census The Labour Force Survey.. Etc… Method of Dissemination Internet Hard copy for government institutions and donors Sell of Publications

Responding to User Needs NEW…. Access to Micro data “The Directive Issued Procedures to Establish Procedures for Accessing Raw Data” The raw data access is administered by the directive set by the Council of Ministers. Why do we needed the directives? Responding to the demand in a more comprehensive manner. Clear Guideline for free access of the raw data All development partners contributed for the survey or census All government institutions Students working on their Masters or PhD Clear procedure for accessing the raw data by all users through a legal basis; Entertain request for raw data for further analysis

Tools Put in Place to Address User Needs The CSA Website as the Pivot of the CSA Dissemination Strategy(www.csa.gov.et)

Tools Put in Place to Address User Needs Disseminate national statistics and monthly CPI figures Provide access to all documentation and related metadata for all of its surveys archived in the central data bank Serve as a portal for other access points for CSA’s data ETHIOINFO database The ENADA system CountrySTAT Price database 485,655 hits since November 2009 46,310 hits in March 2011

Tools Put in Place to Address User Needs The ENADA system with its efficient cataloging system is set to be available on the internet (more than 87 surveys) Support from IHSN/ADP Technical, Hardware, Training, Remote Support

Tools Put in Place to Address User Needs ENADA window to access survey documentation

Tools Put in Place to Address User Needs ENADA specific window to access technical documentation of the selected survey

Tools Put in Place to Address User Needs ENADA window to access Survey Reports

Tools Put in Place to Address User Needs The Variable Search window of ENADA

Tools Put in Place to Address User Needs A window of ENADA for the search result listing surveys having the requested variable

Tools Put in Place to Address User Needs Data value of the selected variable from one of the identified survey

Tools Put in Place to Address User Needs CD-ROM Publishing more than 87 surveys archived with IHSN Microdata Management Toolkit  Metadata available in DDI-XML and Dublin Core formats About 36 surveys have been archived using the World Bank Microdata Management Toolkit , therefore making the metadata compliant with the Data Documentation Initiative DDI-XML specifications, as recommended by the International Household Survey Network; CD-ROM products have been prepared for these surveys (for internal use) and metadata and documents have been published on the web server for selected surveys (prototypes);

Tools Put in Place to Address User Needs The EthioInfo database containing main MDG indicators is available on CD-ROMs and online;

Tools Put in Place to Address User Needs CountrySTAT

Tools Put in Place to Address User Needs The Price Database

Tools Put in Place to Address User Needs Geographic Information System (GIS)

Tools Put in Place to Address User Needs GIS-Atlas of Ethiopian Rural Economy The Atlas of the Ethiopian Rural Economy provides an extensive set of maps at a disaggregated level of the context within which members of the rural population of Ethiopia acquire their livelihoods through agriculture

Tools Put in Place to Address User Needs GIS-Rural Facilities Atlas These atlases use the data obtained during the cartographic work for the 2007 population and housing census. It includes a special distribution of basic facilities in the rural areas of the country

Tools Put in Place to Address User Needs GIS-The Census Atlas serve as an important and accessible source of spatially disaggregated information on the demographic makeup, living conditions, and housing characteristics of Ethiopia. the atlas will contribute to an improved understanding of spatial transformations within the country, as well as information that informs opportunities for economic growth at a spatially disaggregated level.

Lesson Learnt and Challenges Build on Progress of IT Products A learning place for African Counterparts Managing Similar International Standards and Tools Capacity to manage different tools and applications Infrastructure Limitations Manage Change and Fight Resistance within the Organization Less emphasis given for documentation, archiving and dissemination by some professionals Assuming these activities as an extra activity The attitude of being close to self Fear of challenge Lack of adequate knowledge on new technologies

Lesson Learnt and Challenges The Value Add for Improving Quality The care because it will be disseminated Focus for inconsistency checks Focus for harmonization Focus on standardization New tool… The Question Bank The value of users feedback because it is disseminated Sustain Progress Through Integrating the Activities within the NSDS The need for : Proper Planning Adequate Budget Human Resource Continuous Capacity Building Emphasis for Survey Documentation Improve the utilization of data Improved IT infrastructure
