The Michigan Business Tax: Why Tax Businesses At All? Some may believe that business taxes are borne by owners of capital, and are therefore progressive. However: (a)Economic incidence is complicated, and much of the burden of state business taxes is in fact probably borne by workers, and (b) The public doesn’t appear to perceive business taxes as progressive.

Thus, if we were to eliminate the Michigan Business Tax, and introduce a graduated income tax, we would:  Increase the overall progressivity of Michigan’s tax system.  Simplify our tax system, by eliminating a tax that creates administrative and compliance headaches.  Increase the amount of taxes exported to other states, through federal deductibility.

Income Tax Rates Necessary To Achieve Various Revenue Goals: To replace the existing income tax and the MBT with a flat income tax, rate ~ 5.6%. With a graduated income tax, top marginal rate could be in the ballpark of: Below 6% to replace existing income-tax revenues. 6.5% to replace revenues from income tax and old SBT. 7.9% to replace revenues from income tax and MBT.

One possibility worth considering: Replace existing income-tax revenues and old SBT revenues with a graduated income tax, with rates similar to those in Kansas. Replace the MBT surcharge with revenues from other sources, such as a broadened sales tax.
