FUNCTIONS Policy analysis and policy reviews Technical advice on land issues Leader for Component 1 of the Ghana Land Administration Project – Responsible for coordinating all the activities under the component

(P)PM&E EXPERIENCE Current experience is with planning activities for Component 1 of the LAP Past experience has to do with role as Chief Executive of the Lands Commission No formal educational training in PPM&E

THE GHANA LAND ADMINISTRATION PROGRAMME It is a long term Government Programme to reduce poverty and enhance economic/ social growth by – improving security of tenure – simplifying the process of acquiring land – developing the land market – developing efficient system of land administration, based on clear coherent and consistent policies and laws supported by appropriate institutional structures

THE LAND ADMINISTRATION PROJECT (LAP-1) Aimed at developing a sustainable land administration system that is fair, efficient, decentralised, cost effective and capable of enhancing land tenure security. Has four components – Harmonising policy and legislative framework – Institutional reform and development – Improving land titling, registration, valuation and information systems – Project management, monitoring and evaluation

COMPONENT 1 – HARMONISING POLICY AND LEGISLATIVE FRAMEWORK - OUTPUTS Land and land use planning legislation reviewed and comprehensive new legislation formulated Land courts established in all regional capitals Alternative Dispute Resolution mechanisms developed for land disputes

Outputs - cont Policy on state acquired lands, vested lands and compensation formulated and implemented Mechanisms for stakeholder participation in national land policy and legal development established

CORE PPM&E ISSUE/PROBLEM Involvement of key stakeholders in PPM&E on sustainable basis – the how, when, where of it Data capturing from several activities and processing into reports in a sustainable manner

CURRENT STATE OF PPM&E Consultant engaged to assist. The following accomplished – Situational assessment of M & E in the six public sector land agencies – Development of M & E framework for the project – Development of M & E matrix – Development of a performance tracking system – Development of reporting formats – Stakeholder consultative forum on M & E Just starting so difficult to suggest improvements

PERSONAL LEARNING OBJECTIVES 1. To understand the concepts in and processes of PPM&E 2. Learn how to apply the PPM&E concepts and approaches in the difficult area of land reform 3. To understand how to engage stakeholders in PPM&E 4. Learn about what others are doing in different projects in different countries
