2 The JARC Program Objective: Fund projects designed to transport low-income individuals to employment and employment related activities and also fund reverse commute projects. The JARC program changed to a formula program in SAFETEA-LU.

3 Examples of JARC Projects Fixed route extensions or shuttle services to job sites. Late night and weekend transit service. Car loan programs. Ridesharing and carpooling programs Promoting transit voucher programs Mobility management.

4 JARC Program Implementation Congress has appropriated $438 million from FY 2006 through FY FTA has awarded $192 million in JARC grants from FY 2006 through FY 2008 (43% of the appropriated amount). 86% of funds that were scheduled to lapse at the end of FY 2008 have been awarded. $18 million will be reapportioned.

5 JARC in Non-Urbanized Areas Congress appropriated $86 million for JARC in non-urbanized areas. $52.6 million of JARC awards have gone towards projects in non-urbanized areas. 96% of non-urbanized JARC lapsing funds were awarded. $2.6 million of FY 2006 funds will be reapportioned.

6 JARC Program Implementation 112 of 151 large urbanized areas (76%) received their FY 2006 apportionment. 33 states (66%) received their FY 2006 apportionment for small-urbanized areas. 40 states (76%) received their FY 2006 apportionment for non-urbanized areas.

8 The New Freedom Program Objective: Reduce barriers to transportation barriers for people with disabilities and expand mobility options available to people with disabilities beyond the requirements of the Americans with Disabilities Act of SAFETEA-LU Created this as a new formula program.

10 New Freedom Program Implementation Congress has appropriated $245 million ( ). FTA has awarded $105.5 million in New Freedom grants (43%). 87% of New Freedom funds that were scheduled to lapse at the end of FY 2008 have been awarded. $9 million of lapsing funds will be reapportioned.

11 Implementation in Non-Urbanized Areas Congress appropriated $49.1 million for projects in Non-urbanized areas ( ). FTA has awarded $23.5 million for New Freedom projects in non-urbanized areas (48% of total funds available). 81% of FY 2006 lapsing funds were awarded. $2.8 million will be reapportioned.

13 JARC and NF Implementation Challenges Overall apportionment is small. Difficulty securing local match. Restrictive eligibility requirements (esp. New Freedom). Coordinated planning and competitive selection process take time. Some difficulty finding eligible projects.

15 The Section 5310 Program Objective: Fund projects that are planned, designed, and carried out to meet the needs of elderly individuals and individuals with disabilities. SAFETEA-LU created a pilot program that funds operating expenses.

16 Examples of Section 5310 Projects Provide non-profit organizations with funds for buses, vans, and equipment, or provide funds for non-profit organizations to purchase transportation services.

17 Section 5310 Implementation Congress appropriated $353.7 million in program funds from FY FTA has awarded $317.6 million in New Freedom grants to the states from FY (89.7% of funds awarded).

18 Program Evaluation FTA circulars established program measures for Section 5310, JARC, NF. Report on FY 2006 JARC services published in October Report on economic impacts of JARC program published in June Two follow up studies on JARC and NF underway. States should be reporting their Section 5310 accomplishments with their annual report (due 10/31/08).
