Planning Issues Growth Old, Outdated Elementary Schools Swing Space Middle Schools High School-9 th Grade Academy CTE School size (ES/MS)

Past Facility Accomplishments Built West Ashley HS Converted former Middleton HS to WAMS (grades 7-8) Converted former St. Andrews HS to WAIM (grades 5-6)…deficit of 1,000 seats at District 10 ES. Converted former CE Williams MS to CE Williams Magnet Middle School (grades 5-8) Converted former Drayton Hall MS to ES (grades K-4)

Past Facility Accomplishments Three Magnet Elementary School Programs remain K-5 St. Andrews School of Math & Science Ashley River School of the Arts Montessori Program at Springfield ES Campus $82.9 Million

Projects in Facility Improvements Program District 10-West Ashley Condition Assessments Cost to Fix=$113 Million

New Orange Grove ES 800 Capacity New Oakland ES 600 Capacity New Ashley River ES 600 Capacity Advance Design Stono Park ES 500 Capacity Advance Design St. Andrews ES 750 Capacity Real Estate for new schools in growth areas Projects in Facility Improvements Program District 10-West Ashley $63.8 Million

Future Growth Impact on Schools  School age population in older neighborhoods remains fairly stable at today’s numbers.  New planned unit developments under consideration will have a ten year build-out period.  There are 8519 new housing units being planned at this time. Assume figure grows to  The 2000 census indicated there were 7600 students in public school coming from housing units ( school children per unit.) There were school children (public & private) per unit. New growth attracts younger families. Assume public school children per unit. ASSUMPTIONS

Future Growth Impact on Schools 9100 more housing units in 10 years If there are 0.30 school age children per unit, there will be 1260 more children in grades K more students in middle school 840 more students in high school by 2015 This equates to 2 Elementary Schools, One Middle School and 1/3 of a large High School like West Ashley High.

PLANNING CHALLENGES  Predicting growth patterns and locations  Predicting demographic changes.  Predicting required locations for new school sites.  Predicting the percent of school age children going to public schools….will increase as schools are improved.  Predicting population density changes  Redistricting attendance zone for ES & MS…..minimum disruption.

$$FINANCING CHALLENGES$$ Replacing aging schools. Adding capacity to existing overcrowded schools. Building new schools in new, fast-growing neighborhoods. Keeping existing facilities in well-maintained Condition. Keeping tax increases to a minimum.

Future Growth Impacts on Schools Growth area in West Ashley is not in areas where existing schools are located (except Drayton Hall Elementary School, C.E. Williams Middle School, and West Ashley High School. The Three existing schools in growth area will reach capacity in the following time frames:  HIGH SCHOOL4.17 Years  MIDDLE SCHOOL0 Years (Magnet MS at capacity now)  ELEMENATARY SCHOOL 1.53 Years Focus on ES (K-5) =SEATS

Future Growth Impacts on Schools Using existing schools outside of growth area to provide seats for future school age population will increase traffic congestion.

Planning Recommendations  Maintain close communications among planning staffs of city, county, and school district.  Permitting authorities require developers to incorporate school impacts into permit applications.  City and County planning departments assist school district Facilities Improvements Department with selecting sites for new schools required by growth.
