Fully Implemented GIS/WMS/Outage System May 2004

DataOne History  Feb DataOne Project formed to replace legacy GIS/WMS/OMS Systems  Product evaluation and selection  Data Migration from legacy GIS System to new GIS Package  Dec GIS Go-Live  Sept PowerOn Go-Live  Sept WMS/Design Go-Live

May 2004 The Old  Job requests entered into stand alone Work Management system  Construction Designs draw in stand alone AutoCAD  As-builts manually re-drawn into GIS  GIS Model updates manually sent to Outage System

May 2004 The New Process

May 2004 Core DataOne Applications Work Design (ED3) Designs and estimates distribution work Utilizes GIS Replaces ACAD GIS (GE Smallworld) Maintains electric facilities data Contains electrical connectivity model Replaces CAOS WMS (STORMS) Initiates, tracks, and closes distribution work Allows work to be routed to various users Replaces SPEED Outage Management (PowerOn) Initiates, dispatches, and close outages Analyzes and predicts outage source from trouble call information

May 2004 GIS System  Austin Energy uses GE Small World as the GIS Package  All Overhead & Underground Distribution Facilities reside in the GIS model  GIS model contains full connectivity, phasing, & location of Distribution Facilities  GIS model is Sub-Meter accurate for x,y coordinates

May 2004 Work Requests Each job is initiated and tracked in STORMS as a Work Request. Each Work Request is assigned a unique number. All work performed for the Work Request is charged to its unique number.

May 2004 Compatible Units ED3 utilizes compatible units to develop a design Compatible units contain AE’s Design Construction Standards along with labor and accounting information

May 2004 Construction Design Print  Every construction design will have a unique Work Request number  Proposed install features appear as bolded objects  Designs are defined by points and spans  During the final design process, facility numbers are automatically assigned to riser and line fuses, capacitors, reclosers, regulators, and airswitches  Designs use existing GIS

May 2004 Construction Order  Crew receives construction order as well as design print  Displays scheduled date and estimated amount of time job may take to complete  Breakdown of CU’s by point and span

May 2004 Work Design/GIS As-Built Process As-Builts are closed out automatically using the Work Design Package. This integration will enhance the as-built process by: using existing infrastructure information to develop new designs reducing manual digitizing accessing current information about the electrical system searching for specific electric system components calendar

May 2004 Merging to Master GIS Model  All changes to the GIS Working model are merged to the GIS Master model at the end of each business day  The Outage Management System takes updates from the GIS model  The Design Package takes updates from the GIS model

May 2004 Outage Management System  Power On uses the Distribution Electric Connectivity Model  Electric Connectivity is established from the Substations down to each customer  Outage model predicts the appropriate protective device  Crew locations are tracked with Power On

May 2004

May 2004 Next Steps  Update all packages to latest version releases  Deploy Planning Analysis Package  Deploy Assest Management Package  Enhance Mobile applications

May 2004 Experiences - Positive  Ownership of data quality is shared across the company  Engineering uses GIS for Design work  Rule-based tools reduce data errors  Outage Management is updated every 24 hours

May 2004 Experiences - Negative  Roll-out of software packages was not consistent  Product customization vs. configuration  Reorganization of the project before completion  Business Process Changes & Scope Creep

May 2004 Lessons learned  Assemble a team that includes SME’s ( Subject Matter experts ) for each package  Use a qualified consultant for software selection, data migration, and implementation  Do not make promises that are outside of the Business Plan. No Scope Creep!  Find a champion who can navigate the political arena  Keep users involved throughout the life of the project
