5 Overview Despite relative (well deserved) generosity last year (+3.0%) our physics capabilities have eroded since 1993, a 13.9% decrease in absolute dollars in the base funding, plus the decrease in spending power due to inflation. This is even more alarming given no PI departures and three new arrivals in that time period (Orr, McFarland and Demina) This has caused hardship to all tasks but we still have a strong program: –We continue to attract the best young people (faculty, postdocs and students). Marshak endowed postdoctoral fellowships will help. –We continue to play lead roles in our collaborations –Our students and postdocs continue to get excellent jobs (8 former post-docs/SRAs and 8 former students started tenure- track jobs in the last 5 years. By any Metric we make excellent use of DOE resources

DOE, July 23, 2003, P.Tipton6 Task-by-Task Discussion Task S: General Experimental Support: We ask for ~2% increase to cover inflation. Task C OJI for Demina: We ask for $130K, a $55k increase over her KSU funding to support (in part) her expanding CMS and DZero efforts Task B Dzero/CMS (Slattery/Ferbel/Demina): Asking for ~2% increase to keep pace with inflation

DOE, July 23, 2003, P.Tipton7 Task-by-Task Discussion, Cont. Task D CDF/Neutrino/CMS (Bodek, McFarland, Tipton): Asking for a 10% increase: –Last year’s budget did not cover expenses. Need to cut personnel this year unless funding is increased. –CMS activities will be hampered: (Chung to CMS-HCAL, no longer covered by CMS project funds, R. Eusebi needed for CMS-TOB project) –Allow McFarland to maintain his existing CDF effort, needed for operations and Data Hub upgrade Task E Melissinos: Request for $130K (flat funding) will allow a new student on coherent field search using LIGO. Task A Theory (Orr, Das, Rajeev): Asking for a $15K, (2.4%) increase: –Covers additional students, plus inflation. Added costs are partially offset by reduced postdoc-months.
