Summary  While this plan currently has no detail it is well known that the American Red Cross is uniquely capable of responding to a crisis. The Red Cross already has in place many programs that will move services to an area quickly and systems are already in place to integrate with other agencies providing relief. No other agency can make the same claim of service.
