Cradle to Career (P20)Framework Purpose Create a partnership that brings together educators and community leaders at all levels to weave together systems and strategies to maximize student potential from cradle to career. Vision Successful students who become productive citizens contributing to thriving communities. Mission Every student has the opportunity to maximize her/his potential from cradle to career. 2

P20 guiding goals: Every student will Be PREPARED for school Be SUPPORTED inside and outside school SUCCEED academically ENROLL in some form of post secondary education or training GRADUATE and enter a career 3

Partnership Commitments Engage community partners in developing a set of academic and community indicators that are measured and reported publicly Coordinate resources around cradle to career vision to improve specific student/community outcomes Improve effectiveness by ensuring data is used to build on evidence-based practices and innovate as necessary Advocate for funders, policymakers, and the community to support what works Catalyst for Change 4

Selected by Living Cities as part of a national network of P20 development sites Held an initial indicator design team meeting per request of LRT Established varied state & regional contacts for data collection Set up temporary website to archive materials & begun development of the permanent Website P20 Steering Committee established Budget developed Administrative structure in development for internal PSU Undertaking review & updating of elements underlying the Strive pathway framework and bibliography. P20 SC recommends the following criteria for selecting indicators 1.The indicator must be supported by research within the birth to career framework. 2.The indicator must be a valid measure of concepts outlined on the birth to career framework‘s Student Roadmap to Success, measuring student success from birth through post-secondary and into a career. 3.The indicator must be easily understandable to local stakeholders. 4.The indicator must be reasonably similar across jurisdictions. 12

Criteria continued The data underlying the indicator must be produced by a trusted source. 6. Priority is given to including indicators that are equivalent across jurisdictions and that have the ability to be compared within Multnomah County. 7. All or most of the indicators must be affordable to gather and report. 8.The data should be available consistently over time. 9.Each indicator should be useful in the day to day work of educators and organizations working to improve student outcomes.

Criteria continued Data must be disaggregated (or disaggregate able). 11.Although priority is given to using existing data sources, it is possible that consensus will emerge around the creation of new indicators and measures. 12. We should utilize data points that are most likely to generate synergy across multiple organizations. 13. The number of indicators for each goal area should be kept to a minimum for the sake of clarity and simplicity. 14
