Executive Summary  Why was the UCBHI tool kit created 2007?  HB 295 passed 1996;  Three years later only 20% of communities had attempted a plan;  Six years later 65% of communities had some semblance of a plan;  Eleven years later little had changed (plans created were sitting dormant);  Fifteen years later:  There are Sate and Federal incentives to plan locally and regionally.  Analysis Methods & Statistical Modeling Tools have been created to streamline and standardize the housing planning process. 2Guidebook for the Development of Community-Based Housing, Copyright 2011

Housing Estimating Model  Purpose is to address two specific attainable housing issues in either rural or urban communities: 1. Estimate the number of affordable units by income and is there an adequate supply of units attainable to each income group in your community? If not, how are those same households cost burdened? 2. Estimate the affordability “price gap” or difference between income and housing given shelter costs of 30%.
