 Created in 2000 by the NC General Assembly and funded through 25% of NC’s share of the Tobacco Master Settlement Agreement (MSA)  Commission appointed in May 2001  The NC Health and Wellness Trust Fund Commission (HWTF) invests in programs and partnerships to address access, prevention, education and research that help all North Carolinians achieve better health HWTF has provided:  Over $ 287 million in funding for over 400 grants and programs  $109 million for access to care programs  $178 million for preventive health initiatives

ONC Funding Opportunity Applications State HIE Cooperative Agreement Program Purpose: To facilitate and expand the secure, electronic movement and use of health information among organizations according to nationally recognized standards. Program Focus: Preparing states to support their providers in achieving goals, objectives, and measures related to HIE. Information exchange is both a statutory requirement for meaningful use incentives and critical to enabling care coordination and other improvements to quality and efficiency.

ONC Funding Opportunity Applications State HIE Cooperative Agreement Program Summary:  An "all at once" approach is not recommended  This program fosters an incremental approach to ensure continuous improvement and expansion of HIE capacity Requirements:  To realize HIE, states will need to plan, implement and evaluate activities across five HIE domains:  governance  finance  technical infrastructure  business and technical operations and  legal/policy.
