CRD Idling Control Bylaw Dr. Richard Stanwick Chief Medical Health Officer June 12th, 2008

Idling and Health Motor vehicles are sources of particulate matter, nitrogen oxide, carbon monoxide, sulphur oxide, volatile organic compounds and greenhouse gas emissions; current exposure levels under review Known health effects, particularly among children, elderly persons and persons with respiratory conditions; cardiovascular risk as well Emissions highest when idling and in “stop-and-go”

Idling and the Environment Vehicle exhaust contributes to increasing greenhouse gas (GHG) emissions, which contribute to climate change. Particulate Matter (PM) can make lakes and other sensitive areas more acidic, causing changes to the nutrient balance and harming aquatic life.

Idling and the Environment Ground-level Ozone (O3): –can damage plants and trees –leads to lung and respiratory damage in animals Other Pollutants (SO2, CO, NO, VOCs, POPs, Pb): –have local (e.g. Pb) and far-reaching (e.g. POPs) impacts

Climate Change If every driver of a light-duty vehicle in Canada avoided idling for just five minutes a day, we would prevent more than 1 million tonnes of CO 2 from entering the atmosphere each year. That would represent a huge contribution to Canada's climate change efforts.

Current Efforts Not Enough Current Efforts Not Enough Voluntary restrictions partial success  Educational program to accompany any regulation;  Compliment other initiatives to improve air quality;  Build on foundation established by Victoria and Langford – good public response to action on idling;  With advances in technology and medicine may need to revisit bylaw expectations from time to time;  Opportunity to show leadership – both from environmental and health domains; and  Largely self enforcing and complaint driven.

Public and Environmental Health Support of Idling Bylaw  Common goal of Health and Roundtable on the Environment  Letters Patent require Health lead for CRD-wide bylaw  Opportunity to provide template for Environmental stewardship and healthy public policy for the island

Idle Free BC offers resources and support to organizations looking to reduce their idling. We work to help them implement their idling reduction programs and provide recognition to those that achieve their targets. Idle-Free BC is an initiative hosted by the BC Climate Exchange and represents a partnership between the Fraser Basin Council, the Ministry of Environment and Fleet Challenge BC.BC Climate ExchangeFraser Basin CouncilMinistry of Environment Fleet Challenge BC Who's on Board?
