Network ENterprise Alps (NENA) Vorarlberg WP6 Evaluation of Public Building xxxxxxxxxxxx

WP6 Evaluation of Public Buildings (EPB) oGoal –Creation of an assessment tool for the production of an ecological building certificate –Giving out requirement allocation funds to municipalities (see example GAF-requirements in Salzburg) –The assessment tool allows for an efficient ecological evaluation in every phase of construction, the first evaluation is possible after the plans are drawn up and makes a comparison of concepts possible

WP6 EPB Work steps Phase 1 Expert conception and draft of the evaluation catalogue (basis Vorarlberg) –WP 1: Project co-ordination –WP 3: Evaluation cataglogue with all relevant evaluation topics for the assessment of public buildings –WP 4: Combination of energy certificate and evaluation catalogue –WP 5: Adaptation/implementation of OI3-calculation

WP6 EPB Work steps Phase 2 Evaluation and communication (in Vorarlberg) –WP 1: Project co-ordination –WP 2: Clarification of the primary goals on a political level –WP 6: Poll of the evaluation catalogue, evaluation tool with the responsible parties in the municipalities and state –WP 7: "User Manuel" for the evaluation tool –WP 8: Development, finalization of Excel-tools for easy use –WP 9: Pilot application on 3 example objects (different building categories: office building, event hall, school, fire station, etc.) –WP 10: End presentation

WP6 EPB Work steps Phase 3 (parallel with partners) National and trans-national networking oKnow-how transfer - oPhase 3 (other regions, optional): oWorkshop Turin

WP6 EPB Work steps Time table oPhase 1+2: –Finished by the end of December 2007 oConsortium –Umweltverband Vorarlberg, Marktstraße 51, 6850 Dornbirn, Fritz Studer, Dietmar Lenz –Ingenieurbüro Reiner, 6870 Bezau, Platz 362, Erich Reiner –IBO Institut für Baubiologie, c/o Büro Spektrum, Dornbirn, Karl Torghele –Energieinstitut Vorarlberg, Dornbirn, Martin Ploß Please Note: The Umweltverband (environmental association) Vorarlberg already offers a service package called "Sustainable Building in the Community" together with the Büro Spektrum and the Energy Institute Vorarlberg.

WP6 EPB Work steps Results oResults: –Finished evaluation tool (including Excel enter file) for sustainable building of public buildings (similar to the building certificate in the Vorarlberg family dwelling construction funding) –The evaluation tool can be used in addition to the energy certificate. –The pre-condition is that the calculation of the energy certificate is done with the OI3-index on the basis of the ÖBOX construction material data bank –short expert explanation of the contents –short report with results from 3 evaluated exampe projects –short project summary oGood case scenario: –wanted by political decision makers and a part of the requirements for the allocation of requirement allocation funding for municipalities (see example GAF-requirements in Salzburg) oBad case scenario: –tool is used on a voluntary basis oWith certainty after being introduced in Vorarlberg: –Quality guarantee and the appertaining documentation of intended public contructions in Vorarlberg through the Vorarlberg Environmental Association

WP6 EPB Work steps Please Note oThe evaluation tool is construction material neutral and objective (no direct preference for using wood as a contruction material) oHowever, as a rule, wood gets good marks because it is an ecological, re-growable construction material oWhether or not this tool will actually become a part of the requirements depends on the will of the politicians in the municipalities themselves.

WP6 EPB Work steps Costs for Vorarlberg oCosts: –Phase 1: € 19,420,-- –Phase 2:€ 15,005,-- –Total costs € 34,425,-- excluding the costs of the Energy Institute estimated costs –including the costs of the Energy Institute: € oAdvantages for the nena partners –Free tool for the ecological evaluation of public buildings - Ecology Certificate
