You can look at the idea of phonemes and allophones in two ways:

Do all phonemes have allophones? If you accept alternative 2 – all the allophones of a phoneme are equally “normal” – then that means that the phoneme itself never appears: instead of the phoneme, only one of the allophones appears. In other words, the phoneme is not “real” – only the allophones are real.

So if we find a phoneme which does not seem to vary at all in speech, we would say that this phoneme only has one allophone: Do all phonemes have allophones? always
