Overview Transportation Security –U.S. DOT: Transit Perspective and Activities –U.S. DOT: Highway Perspective and Activities –Transportation Agencies in the U.S.A. Intelligent Vehicle Initiative (IVI) Advanced Fare Payment

Transportation Security Since September 11, 2001, the United States has significantly increased its activities to protect the country from attack within its boundaries. Transportation industry partners led by the U.S. DOT are responding by using the growing capabilities of ITS to support Homeland Security activities with vehicle location and surveillance of operations and infrastructure facilities.

Security: U.S. DOT Transit Need to achieve a delicate balance of Security, Economic Viability, and Mobility Security Issues Addressed by ITS –Prepare, Mitigate, Respond, and Recover –PREPARE: by analyzing threats using GIS, GPS and ITS data –MITIGATE: using surveillance, detection, sensors, alarms, event identification, personnel credentialing –RESPOND: with ions, situation monitoring, transportation operations centers, operational software for coordinated response, traveler information systems –RECOVER: with fleet management and traffic management software to adjust service and flow and reliable, coordinated information to the public

Security: U.S. DOT Transit [con’t] Research –Real-time communication capability needs assessment –Multi-modal monitoring management center assessment –White papers on decontamination procedures, best practices for new materials –Testing chemical agent detection, decontamination planning. Security Workshop for Transit Industry Leaders- recommendations addressed Preparation, Mitigation, Response and Recovery Expand National ITS Architecture for Transit Transit Security Forums include technology issues

Security: U.S. DOT Highways Federal Highway Administration role involves research and development, facilitating security deployment among state highway agencies, developing best practices and providing education, awareness and training. Activities –State highway officials Task Force –Bridge Security Blue Ribbon Panel –Emergency Management Workshops –Cargo security operational tests –Telecommunications vulnerability assessment –Table top exercises –Border crossing security –Identify regional councils roles –Outreach

Security: U.S. Transportation Agencies Challenges –Coordinating with first responders –Overcoming the “it won’t happen here” attitude –Providing on-going training to create a security mentality –Obtaining funding for security technology –Identifying priorities in security deployment Key Actions –Expand the National ITS Architecture to address multi-modal transportation security –Supplement the National ITS 10-Year ITS with an ITS Security section –Address transportation security in fiscal year 2003 appropriations [e.g. ITS Deployment Program] and in reauthorization

Intelligent Vehicle Initiative (IVI) 100 vehicle test in Pittsburgh demonstrated a reduction in accidents of vehicles with side warning system [breakeven cost was $2,500] Initial forward, side and rear collision warning specification projects complete. Validation testing is still underway. Lane assist research now being included to allow mobility enhancing services in addition to safety. IVI Committee meeting on October in Las Vegas to hear results, see forward collision warning and precision docking systems.

Advanced Fare Payment Standards & Guidelines Development –FTA is working with the American Public Transportation Association (APTA) on their Universal Transit Farecard Standards Program Operational Testing –FTA is supporting an operational test of a multi-application payment system for transit fare collection, parking payment and toll collection in Orlando, Florida, and a multi-application system in the State of Delaware, both will be operational next year. Smart card technology –FTA will be conducting a Security Technology Assessment to examine the potential of smart card technology to enhance access management
