NHS Reforms (Bottom up) Liberating the NHS Clinical Commissioning Groups Public Health White Paper Management costs Pause, Listen, Reflect Future Forum NHS Commissioning Board QIPP Clusters

The National Challenge By 2015 we need to deliver £20bn of efficiencies from a budget of £106bn Equivalent to combined health and social care spend for Wales, Scotland and N Ireland Proportionately, a lower “hit” than other public services, eg social care And guess what – no-one will notice because it’s all “efficiencies”...

And if that wasn’t enough…. Deliver a massive and largely untested structural reform by Deliver a range of other national initiatives such as Any Qualified Provider (AQP) and NHS 111. Manage through a range of interim structures produced by “clustering”. Deal with the consequences of a near-stagnant economy. Manage the politics – Big P and little p.

The Local Challenge We will transform the Health system across Humberside to produce £300m of efficiencies on an annual spend of £1.5bn by We will work with our emerging Clinical Commissioning Groups to ensure they are fit for purpose in We will work with our staff to ensure they are ready to provide new models of commissioning support to emerging consortia and Public Health to the Councils.

And while doing this….. We have moved to a new Board structure for the four PCTs in Humberside. We will maintain and improve standards in quality and access. We will keep a grip of the finances to ensure a secure legacy for our CCGs. We will prepare for yet another tough winter And we will ensure, now and in the future, we have a Health Service which meets local needs.
