A Few Things About WEBEX Before We Start

Session Agenda Introduction &Background Information Project Mission & Goals Purpose of Surveys Summary Survey Demonstration Questions/Discussion

Introduction/Background  Who are you talking to?  Oregon Geographic Information Council  Cy Smith, Statewide GIS Coordinator  Ed Arabas, Survey Coordinator  PlanGraphics Inc.,GIS Consultants  Christi Stevens, Geospatial Analyst  Lori Bayless, Research Analyst  Developing business case for GIS Utility Partnership

Purpose of Webex Session Introduce & Familiarize Community with the GIS Utility & Hazard Surveys Build Understanding: WHY this Survey Needs to Take Place WHAT the Survey Contains HOW to Get Started

Underlying Assumptions for the GIS Utility  No New Money Needed  State Spends $160M/yr Now on Geospatial Data Collection, Management, Use  Need $30M in State Funds Over 6 Years  Need $170M Leveraged from Feds, Locals, Private  GIS Utility Is A Partnership Whereby Business Plans for all Government Agencies in Oregon are Aligned for Mutual Benefit

Need for GIS Utility Oregon spends at least $160 million dollars each year creating and using geographic data, yet:  Most agencies need more data than they can afford.  Agencies often need data outside their jurisdictions or operational areas.  Data collected by different organizations are often incompatible.  Information needed to solve cross-jurisdictional problems is often unavailable.

Phase 1 - Business Case Project Mission & Goals This requirements and business case project will establish the long-term technical and institutional foundation for Oregon's statewide GIS Utility.

Project Mission and Goals Comprehensive assessment of GIS technology and data use and needs of the public and private user community in Oregon Preparation of business case and accompanying organizational and financial support for GIS Utility development and operation Completion of a conceptual design defining the technical and organizational structure for the GIS Utility Preparation of a practical implementation plan to guide GIS Utility development and deployment Outreach to the GIS community in Oregon and on-going understanding of, participation in, and support for the GIS Utility. The main project goals include:

What is the GIS Utility Survey?  System & Program Support  Geographic Information Sharing  Maintenance  GIS Services  GIS Utility Includes:  Robust Computing Infrastructure & Network  Up-to-Date, Multi-Theme Geographic Data  GIS Applications Enabling Access & Use of Geographic Database  Organizational Structure Supports:  Statewide Coordination  Long-Term Enhancement

What is the Hazard Survey  FEMA (Federal Emergency Management Agency)  Update & Digitize Flood Hazard Maps or FIRMs (Flood Insurance Rate Maps)  Making Initial Budgeting  Planning  Other  Based on Limited Information  Problems with Recent FIRMs  Want Additional Local Mapping DLCD (Department of Land Conservation & Development)  Assesses Local Floodplain Mapping Needs for State

Purpose-GIS Utility Survey  Collect Information:  Spatial Data  Information Technology Investments  Institutional Aspects  Baseline Information is Essential Foundation:  Design  Creation of GIS Utility  Maximizes Benefits  Makes Best Use of Available Public Resources

Purpose-Hazard Survey  Primary Purpose  Gather Related Information for Updating Local Flood Hazard Maps or FEMA FIRM Maps  Better Position of DLCD  FEMA Funding  Help Address Jurisdiction’s Mapping Needs  Secondary Purpose  Insight in Local Gov.  Needs  Capabilities  Natural Hazard  Risk Assessment  Planning

Summary  GIS Utility Survey  Contributions from Federal, State, Regional, & Local Jurisdictions  Also between Organizations, Non- Governmental, & General Public  To Accurately Represent Needs & Opportunities  GIS Use  Information Sharing  Hazard Survey  Looking for County/City Staff Familiarity with:  Local Govt. Hazard Data/Maps  Specifically FEMA FIRM Maps
