Office for International Affairs European governance in cities has to face a twofold challenge: on the vertical level, local interests and municipal rights have to be efficiently and effectively pursued in a multi- level fabric of political and governmental institutions. on the horizontal level, the different areas of municipal policies have to be geared to the political and legal developments pursued by the European institutions in order to act and react appropriately
