State Homeland Security Assessment and Strategy Program 1.4  ODP Mission statement  Mission: To develop and enhance the capacity of state and local governments to prevent, respond to, and recover from threats or acts of terrorism involving CBRNE.  Philosophy: Homeland Security programs should be information driven, based on specific requirements identified through an assessment process, and responsive to state and local needs.
