Why PBC? PBC promotes permanency and stability for children in foster care by:  Setting explicit performance expectations  Increasing resources and flexibility to achieve those expectations  Realigning contracts to link what we want for children in care with what we pay for PBC enables DHS to manage referral according to the needs of the system

Permanency and Stability In FY 2005, Philadelphia’s foster and kinship care system experienced an 84% increase in Permanency rate and a 50% increase in stability of placements compared to FY 2002.

Returns to Care While the number of permanencies has continued to rise, the percentage of returns to care within 365 days has continued to decline. Early FY05 data supports this trend.

Length of Stay The average length of stay in Foster Care decreased from 44 months on 7/1/2002 to 34 months on 7/1/2005 The average length of stay in Kinship Care decreased from 33 to 27 months
