3 Background MOTOS  Integration of Transport Policies among old and new member states  Prerequisite: Integration of transport policy tools: –with European transport models –with other policy tools –(minimum) standards for transport models  How to prevent: re-inventing the wheel?  Transfer of good practice and state of the art knowledge from old to new member states

4 Objective to support transport policy in Europe by defining common good practice principles for national and regional transport modelling that satisfy immediate needs of model developers in the new Member States and contribute to the establishment of a standardized approach for transport modelling in the European Union.

Handbook (on transport modelling) : –Aiming mainly at the regional level –Not technical (no scientific papers), to fill the gap between users of the the transport model results and the transport modelling world –Policy driven and not modelling driven –European Dimension (cross border transport, in land waterways, PT) –Strong Focus on Best practise –Also operational aspects like IPR  2. 8 Results workshops_1  State of the art of transport modelling –Focus mainly on regional transport modelling (and not national modelling!) –Wide diversity in models used/known –Economic aspects are mentioned in every country –Not mentioned: traffic safety & environmental aspects

9 Results workshops_2  User needs: –Lack of data are mentioned in every country –Social economic data is important (mainly future data) –Transport forecasting –Need for PT forecasting –Transparency of models (no black box) –Optimization of PT –Freight modelling (distribution centres, not only corridors) –Estimation (calibration) of model –GIS systems (compatibility with transport models) –Institutional context needs to be developed

10 Comments: general  At the European level there is a need for a transport model system, not one specific model with incorporates all assessment criteria. More need for –Linking issues with national and regional transport models –When to use what model –Causal relationships (Feedback loops)  Do not focus only at the transport model itself, but also how it should be used

11 Comments: perspective new member states  One size doesn't fit all: –Development path will differ from old member states but also differ between NMS  Data-issues: –lack of reliable data is a major issue. Use and further development of international models can support NMS with limited availability of data  Need for a link with the regional level –National transport models are not available (yet)  Linking also incorporates institutional aspects –When to use what, reviewing by independent organisations and relational with national regulations
