The Huntington-Hill Method Has the property that it allocates representatives based on making the number of persons per representative as close as possible for the fixed number of representatives to be allocated. Ideally, the number of persons represented by each member of congress should be equal. The Huntington-Hill method has the property that no representative can be changed between two states and bring both states’ population-to- representative ratio closer to the average.
