Long term solution : u Implement for the GNSS / GSM / DSRC solution for trucks and coaches everywhere in Europe : F Heavy goods vehicles which will use the European service would be equipped with an onboard unit offering the three interfaces, and provided by all the distributors offering the service, F toll transactions would use one or more of these interfaces, according to the application chosen : for instance DSRC in Spain or Austria, GNSS / GSM in Germany and United Kingdom. Operators remain free to choose.

European Commission Directorate-General for Energy and Transport n° 1522/02/ Directive on EFC u 3.2 Use the CARDME 4 transaction model as a basis for the DSRC transactions, eventually limited to CESARE 2 u 3.3 Develop the equivalent of the CARDME 4 model for the GNSS / GSM solution, in the short term, together with the German EFC project, the UK haulage industry taxation project, in compliance with the CARDME 4 design. This in order to avoid dispersion of the solutions. Work has started with CEN TC 278 SG 1.5

European Commission Directorate-General for Energy and Transport n° 1722/02/ Directive on EFC u 3.6 Propose to the clients a unique contract model, and identical subscription conditions in all countries and for all operators u 3.7 Recall the basic following principles : F non equipped users should be allowed to use the network with seamless payment conditions, F compliance with the EU regulations on privacy protection and data handling, especially during the transaction and exception handling

European Commission Directorate-General for Energy and Transport n° 1822/02/ Directive on EFC u 3.8 Exception Handling : F the basic principle should be the “à priori” good faith of the clients F ensure the equality of treatment in exception handling on every tolled location between all users, whatever their home country F harmonization of the EU Member States towards violations of road regulations F a Memorandum of Understanding on cross-border enforcement of traffic violations should be implemented, as recommended by VERA F pan-European certification procedures to define and implement for equipment in charge of detection and identification of offending vehicles
