The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 IncorporationIncorporation  Incorporated with state of SC on Sept 4 th, 2007  In process of becoming 501C3  Undergoing 2 nd review by attorney  Public Charity vs Private Foundation

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 Planning Grant  Appears Planning Grants will be funded for next three years for all 11 RA’s per year  Established a dues structure, all 21 board members in good standing. Pro-rated dues beginning to come in…. True litmus test of the process True litmus test of the process  Challenge now is to transition to Operations

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 FY 07 RCOOS Design Proposal  Original SECOORA multi-year was not selected  Reduced to 1 year and revised to focus on:  Supporting existing assets…(HF Radars)  Supporting DMAC (catchers mitt for SEACOOS plus)  Web development  Carolina RCOOS  Funded multi-year – UNC-W - USACE  Existing assets/Carolina’s Coast/Waves/Water Quality

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 FY08 RCOOS Design Proposal  Submitted on time 3 Dec 2007  Written by Ad Hoc Team and Staff  Focus on 6 areas: 1.Maintenance and development of existing observing assets and consolidation of existing sub-regional assets 2.Construction of an intergraded and embedded modeling system that capitalizes on the data streams generated by 1. 3.Develop ecosystem models, that exploit the data streams from first 2 tasks 4.Establish data mgt system designed to disseminate, rapidly, high quality products to general users, using previous FY07 efforts 5.Establish a System Engineering Approach 6.Integrate end-user community into the fabric of SECOORA  Selected as an “on hold” by NOAA for FY09

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 Define/Prioritize Requirements Draft Dec 07 SECOORA REQUIREMENTS PROCESS Business Plan Outlines 3 priorities Hazards, Fisheries Maritime Safety Stakeholder Council Defines and Prioritizes User Needs based on Business Plan Priorities briefed to Full Board Approved/Modified. The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 SUCCESSES SUCCESSES  Must save money, lives or resources….need to be able to measure it! HF Radar UM  Feb HF Radar data at Univ of Miami RSMAS (Dr. Nick Shay) used to in lieu of broken ADCP so Army Corps of Engineers continue dredging operations in the port of Miami  Acoustic Doppler Current Profiler (ADCP) failed after being placed near a dredging site to monitor currents. The ADCP monitored a western component of the current to ensure discharged dredged material did not go into nearby coral reefs  After the ADCP failure, the project manager was able to use current data off the HF radar to monitor current speed and direction.  Without the HF Radar, dredging operations would have ceased and losses would have accrued at a rate of 50-70K for the State of Florida, Port of Miami, US EPA, and the Army Corps of Engineers.

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 Data and Information Management Progress   Integration through Ocean Data Partnership   Established DMAC Communication Protocols   Designed Data Portal Architecture to accommodate near- real-time and archived data   Development of QA/QC Standards   Adopted Technical Requirements Process   Feedback Mechanisms to Identify/Engage Users   Successfully Deployed CMS-Based Web Site   Maintained Relevance to National DMAC   Most importantly….kept the right people engaged!   Integration through Ocean Data Partnership   Established DMAC Communication Protocols   Designed Data Portal Architecture to accommodate near- real-time and archived data   Development of QA/QC Standards   Adopted Technical Requirements Process   Feedback Mechanisms to Identify/Engage Users   Successfully Deployed CMS-Based Web Site   Maintained Relevance to National DMAC   Most importantly….kept the right people engaged!

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 Go to Meeting Software  Demo’d in December – Board meeting Jan  Only favorable comments  Corporate  5 licenses….can distro by state or committee  Pays for itself with 1 meeting alone

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 STATE OF SECOORA  Incorporated  Has functioning EXCOM, Board, and Committees  Planning Grant will continue  Small chance for success with proposal based on fiscal realities in 08  DMAC/DMCC moving forward  Losing capability….. SABSOON towers particularly  Working with Carolinas RCOOS as part of SECOORA  Need:  Transition to Operations – Web/Data Portal Forthcoming  Clear requirements process  Outline a path for what is achievable in 08 – Scale appropriately  Define use for dues  Find other revenue sources…target States  Need success stories

The SouthEast Coastal Ocean Observing GCOOS Board Meeting Regional Association (SECOORA) Feb 26, 2008 Goods and Others Goods  Data management/Web Portal  Admin of Planning Grant (We are functioning)  Business Plan and Business Plan junior  Dedicated Board  Superb Sub-regional efforts Others  Disparate region with disparate interests…difficult to narrow focus in fiscally tight times  Changing from earmarks to a competative SECOORA wide operational focus  Superb Sub-regional efforts
