LOGO 1 、采购 (Acquisition) -- Potential barriers: *lobbying other libraries to join us (Institutional readiness) We will make a project scheme, which includes the background, goal, and benefits to attract every institute to take part in. *The way how we joint (Ownership challenges) The institutes own the resources that they pay for, and other institutes can use them *Organizer selecting and keep the collaboration be a long-term program (implementation challenges) To establish a committee to deal with the whole collaborative work, make the detailed plan, divide the work among members *Who provide the fund to cover the expenditure of the committee (Funding) The committee members discuss the ration of the fund afforded by individual partner.

LOGO 1 、采购 (Acquisition) -- Condition demand : * All institutes have the common interest and are willing to take part in collaboration * A committee is required to handle the collaboration process. * The plan should be valid to all institutes culture background.

LOGO 3 、服务 Service Interlibrary-loaning and document delivery project Dependent on the background situation of the Union and assisting the acquisition project. The goal of this project is to carry on resources sharing. -- Potential barriers: Financial issues, ethical issues, privacy issues, technologic issues -- Condition demand : positive attitude and common goal for the project, relevant hardware and software facilities, fund. -- Cooperative program : Contracting with partners Build the union-catalogue (budget allocated) Set up the network for electronic delivery (budget allocated)
