KY Dept. for Environmental Protection 2013 – 2017 Five Year Update KY Division of Waste Management Statewide Solid Waste Planning and Recycling Workshop June 8, 2011 Energy and Environment Cabinet To Protect and Enhance Kentucky’s Environment

2013 – 2017 SWMP Update Area solid waste management plan components Chapter 1 – Governing Body and solid waste coordinator general information Chapter 2 – Collection of Municipal Solid Waste Chapter 3 – Disposal of Collected Municipal Solid Waste Chapter 4 – Recycling/ Reduction Chapter 5 – Open Dumps and Litter Chapter 6 – Siting Chapter 7 – Enforcement Chapter 8 – Public Participation and Education Chapter 9 – Financial Mechanisms 2

3 COLLECTION 1.Percentage of collection for the county as a whole? For each city? 2.Look at a new way to collect municipal solid waste? Private hauler to permit hauler? Franchise the area collection? Continue municipally owned and operated system? 3.Universal collection to mandatory door-to-door?

4 DISPOSAL 1.Need ten year capacity assurance for disposal of waste. 2.Review tons disposed from county year to year. Has it increased? Increase due to higher collection percentage? 3.Reduce amount of waste disposed in landfills to maintain or cut dollars spent by consumer.

5 RECYCLING/REDUCTION 1.What markets are available for the recyclables in my area? 2.Consider siting of recycling center. 3.Take the time to visit neighboring counties. 4.The Ky. Pride Fund has grants to build recycling infrastructure. 5.Work with schools and local and state offices to increase recycling tonnage.

6 OPEN DUMPS and LITTER 1.Encourage reporting of illegal open dumps. 2.Meet with advisory committee to discuss litter issues of prevention and education. 3.Economic development is tied into cleanliness of area. 4.Take advantage of the Ky. Pride Fund - grants are available for illegal open dump & litter cleanup, abatement and education.

7 SITING 1.Counties use a siting ordinance or siting procedures in place of planning and zoning. 2.May include permission from governing body prior to the establishment of a solid waste management facility – can include anything from a contained landfill to a transfer station to a recycling center to a 1 acre Construction Demolition Debris landfill. 3.KRS allows a governing body to assess a fee to be paid to the county.

Enforcement 1.Meet with advisory committee to review ordinance to ensure each component of the plan has a procedure to follow as necessary to retain/encourage compliance. 2.A tiered approach to enforcement is preferable. 3.Encourage a community approach – talk with various clubs, police, neighborhood watch groups to plan a positive approach. 8

PUBLIC PARTICIPATION - EDUCATION Your fellow solid waste coordinator. 3.Jessica Jones and Chris Craig

FINANCIAL MECHINISIMS 1.All grants should be a line item in the governing body budget. 2.Track all in-kind, grant fund, and non-grant funded items to determine true cost of operating program. 3.Buy a scale if you operate a transfer station, recycling center, landfill, etc. 4.Operate all programs as a business – not like a business. 10
