Jukka Laiho Southern Business Park Aims and objectives To improve Svetogorsk’s framework and capability to attract new investments To provide SME with necessary business services in Svetogorsk To utilize unique geographical position of Imatra- Svetogorsk as region for SME To create new jobs in the area To develop spatial planning in Svetogorsk using the experience of Imatra

Jukka Laiho The description of the best practice Drawing up a city plan concerning 3 hectares industrial zone area in Svetogorsk The city administration of Svetogorsk is competent to approve city plans up to 3 hectares; city plans, which cover more than 3 hectares, must be approved by the Leningrad Oblast The area’s location and its connections are good; it is situated near the southern border of the town of Svetogorsk by the road between Imatra and Vyborg The whole industrial zone area covers 9 hectares The city plan will be created and approved in 2006, which means that after that the area can be used/hired for business purposes

Jukka Laiho Recourses and financing The pilot city plan will be created during a CBC Tacis project, which started in 2005 and will end in 2006 The total budget is €, from which Tacis programme covers 80% and partners 20% Evaluation Strong sides the pilot city plan makes it possible for enterprises to get located in Svetogorsk; in Svetogorsk there is lack of premises for enterprises  Also Imatra area will benefit from new working places, because supporting business services are acailable; the unemployment in Imatra is 14%  The project is a good example of a cross border business cooperation The know how will be transferred from Imatra to Svetogorsk
