Resources Required: Human Key MMCE technical staff requirements  Interest  Innate talent and intelligence  Ability to work as a team member  Content expertise © Education Development Center

Resources Required: Human Key management requirements  Commitment from at least some sr. management  Leadership within MMCE  “Business management” skills © Education Development Center

Resources Required: Financial The project does not control key financial resources  Adequate salaries for trained staff  Sufficient resources to procure and update equipment in the long-term  Financial support for equipment in delivery centers © Education Development Center

Impact MMCE has survived and been successful  Offers skills that DOH values  Improved print communications  High quality design and production capacity  Can develop good quality CD-ROMs  Can learn new technologies and applications © Education Development Center

Pitfalls Most pitfalls relate to time constraints  Recognize differences in “level of quality” requirements  Difficulties rolling out the CD-ROMs after policy or political changes © Education Development Center

Lessons CD-ROMs can have a role, when:  Quality and consistency are crucial  Cost of classroom training is high  Classroom training is not feasible  A management and dissemination system can be established © Education Development Center

Lessons Success factors  Obtain support from “near the top”  Develop internal leadership  Build a strong, confident team  Talent can substitute for background experience © Education Development Center

Lessons Success factors, continued  Establish strong relationships  Be prepared for conflict between international and local experts  Determine the basic, ongoing value proposition  Ensure strong skills in “low tech” communications © Education Development Center

Frustrations Without Lessons Knowing the lesson Bringing about change  Donors talk cooperation but walk in isolation  Political shifts can scuttle long-term plans  Sexy technology trumps sensible technology  Donor ADD limits management and dissemination systems roll-out © Education Development Center
