Some Background Worked in FSC (SWD & NGO) and IFSC (NGO) for some years Had provided some trainings for IFSC services (on IFSC model, group work, etc.) Had published some papers on discussing IFSC model.

Roles and Functions of IFSC / FSC Before Family Services Review After Family Services Review

IFSC 的良好意願 …, but… As stated in the Reports, User-friendly, accessibility, promote intra- service and cross-service collaboration, flexibility, proactiveness, integration, responsiveness, teamwork, child-centred, community-based, family-oriented,……

IFSC 的良好意願 …, but… IFSC emphasizes the following approaches: Strength-oriented, changing community conditions, bottom up initiatives, comprehensive services, strengthening informal services. Not only remedial, but also supportive, preventive, educational and developmental !

Govt.’s Concern on Finance Logic Behind

Two Essential Facts about IFSC Core Target Service Recipients Remains Unchanged – most deprived and vulnerable families in the society Political Role – being accountable to the society for helping family in crisis and prevention of family tragedies

IFSCs between SWD & NGO Statutory Cases in SWD only Different fee charging policies Smooth departmental liaison within the Government Great central support in SWD – e.g. CP services, trust funds, …

Roles and Functions of IFSC

Concerns… Is it effective / feasible / desirable to put all these roles & functions into IFSC service delivery model? How to handle the difference between that of NGO and of SWD? Other possible alternatives?

An Alternative

FSA – for what? Accountability? – effectiveness, outcome, impact,…… Service Monitoring? – work output, service delivery mode,…… FSA – will surely shape future service development significantly!

FSA and Service Effectiveness

Considerations in FSA Existing FSA puts much emphasis on Service Monitoring. Should be minimum and reasonable with reference to manpower available. Flexible and open enough to encourage further service development, instead of restricting its evolvement. Focus on several areas for setting priority.

Service Effectiveness Three foci – general user’s feedback, outcome of specific project / program, evolving service model and its evaluation. Present stage: general user’s feedback. Later stage: evolving service model and evaluation on effectiveness with respect to its stated objectives.

Developing Outcome Indicators In later stage, ongoing sharing on impacts of various project / programs will facilitate consensus on outcome measurements. Still allow different ways / indicators to demonstrate service effectiveness.
