Bureau of Indian Affairs Deferred Maintenance FY2006

INTRODUCTION On June 22, 1999 a memorandum with an attachment entitled Bureau of Indian Affairs Road Maintenance Deferred Maintenance Data Collection Instructions was sent out to the Regions by the Division of Transportation. The purpose of that data collection document was to quantify the Bureau’s deferred maintenance backlog of roads, bridges, and heavy equipment. On June 22, 1999 a memorandum with an attachment entitled Bureau of Indian Affairs Road Maintenance Deferred Maintenance Data Collection Instructions was sent out to the Regions by the Division of Transportation. The purpose of that data collection document was to quantify the Bureau’s deferred maintenance backlog of roads, bridges, and heavy equipment.

Upon review of the FY1999 deferred maintenance information provided by the Bureaus of the Department of the Interior, the Office of the Inspector General (OIG), issued recommendations in its final audit report (Report No ). To comply with the OIG recommendations, the Department has issued guidelines entitled Department of the Interior, Facilities Condition Assessment Survey Guideline.

The condition assessment survey information collected will be used to meet the Department’s minimum reporting requirements, to comply with the Federal Financial Accounting Standards Number 6 (FASAB No. 6) on deferred maintenance reporting of Bureau owned plant, property and equipment, and ultimately to justify the Bureau’s Road Maintenance budgetary needs.

WORK REQUIREMENTS The work shall consist of:  Conducting drive through inspection surveys of the roads and roadsides to assess their condition.  Provide cost estimates for the deferred maintenance work defined during the condition assessment process.  Completion of Roads, Bridges and Equipment Assessment Spreadsheets  Supporting documents must be included such as payroll, labor, material & equipment cost

Why do the Deferred Maintenance  The Government is constantly looking to cut and reduce ineffective programs when needed in order to save tax dollars.  Therefore the Roads Maintenance Program must justify the needed increase in Program Funding. At the same time reporting is needed to continue funding at the current level and ensure the safety of traveling public.

Deferred Road Maintenance Reports are the Quarterly Reports on the BIA owned Roads, Bridges and Equipment. Timely submission of these by the Tribes/Agencies is a requirement by law. The BIA Staff will provide technical assistance to the Tribes/Agencies to ensure the completion of these reports.
