CARL Workshop Antwerp November 30 – December 1, 2005 CARL Workshop Antwerp Results of the Country Studies FINLAND

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 2 Processes of SI before the DiP Object of SI in Finland –spent fuel –Scope of SI: site investigation/selection –Subject of dialogue: mostly socio- economical and environmental aspects

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 3 Site selection process in Finland: General geological studies (1980–1982) Identification of regional bedrock blocks (1983) Identification of investigation areas (1984)  potential investigation areas (1985) 5 areas for preliminary site investigations (1987) 3 areas for detailed site investigations (1993–2000) (Loviisa as a new site in 1997) selection of Olkiluoto area in Eurajoki (1999) Processes of SI before the DiP

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 4 Processes of SI before the DiP Processes of SI in Finland: - EIA process ( EIA Act 1994 ) - implementation by Posiva - MTI the competent authority - focus on four candidate municipals - EIA report an appendix of the DiP application - Decision in Principle (DiP) ( Nuclear Energy Act 1987 ) - implementation by MTI - local right of veto - public hearing, focus on Eurajoki in DiP by the Government, ratified by Parliament - Vuojoki negotiations in Eurajoki (the late 1990’s) - between Eurajoki, TVO and Posiva - informal process - agreement on compensation - Vuojoki Foundation

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 5 Stakeholder Identification Case Eurajoki: Step-wise identity finding process ’s: before construction of NPP started TVO promised to transport radwaste away from Eurajoki : as a part of planning of Olkiluoto TVO gave an undertaking not to implement final disposal in Kaalo : opponents wanted to sharpen the negative statement already expressed in the communal report of Eurajoki : supporters wanted to get rid of the statement : negative statement voted away  neutralization : co-operation agreement between Eurajoki and TVO : Posiva’s wish: advantages of an earlier decision : further development of the prerequisites for the cooperation discussed between the parties : Vuojoki work group established, the Olkiluoto vision of Eurajoki  Eurajoki willing to have the repository and the new NPP : Vuojoki agreement on compensation : the approval of DiP by the municipal council of Eurajoki

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 6 Re-Framing process crisisTechnocratic  [crisis]  Socio-technical : TVO’s experiences in Lavia and Ikaalinen  closer contacts with local authorities : focus on three sites “the demand to bring ‘engineering knowledge’ closer to the people is justified…”  more information to the local public : implementation of EIA process  more interaction with the local public

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 7 Current Framing The dominant themes at moment in Eurajoki - construction of the new NPP in Olkiluoto - construction of the ONKALO (underground rock characterization and research facility) started renovation of the Vuojoki Manor, opened this autumn Current SI program (after the DiP) - Vuojoki Foundation - interaction group between the municipality of Eurajoki and Posiva - informing the local public (e.g. “Posiva Investigates”)

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 8 Overview Finland Step-wise process in Eurajoki Informal negotiations of Eurajoki, TVO and Posiva regarding the site selection and economic compensation EIA process a sidetrack

CARL Workshop Antwerp November 30 – December 1, 2005 Finland 9 Concluding Remarks Informal contacts between the parties Possible negotiations about the economic compensation Effectiveness of public participation in decision-making regarding waste management
