The context Air quality and lorry emissions Road transport remains an important cause of air pollution in Europe It is : - the largest contributer to NO X emissions ; - the second largest for PM To meet the ambition level of the Thematic Strategy on Air Pollution, further reductions on both pollutants are needed

NGO’s comments Timing - Entry into force in two steps ( April 2013 and October 2014 ) - Fleet renewal delay... - TOO LATE ( not in phase with air quality legislation ) - We ask for entry into force in January 2012 Particle number count - CE will introduce particulate number standard and, if needed, NO 2 limit ( within NO X ) - GOOD THING ( smallest particulates most damaging for health ) - BUT why wait till the end of PMP ?
