Keenline Inc. VOLITILE ORGANIC COMPOUNDS Regulation published in the Canada Gazette Part 1-April 26, 2008 Followed by 60 day comment period EC to review the comments, then publish the final regulation in Canada Gazette Part 2 Not happened yet Regulation enforcement date for markings sub category will be two to three years after the publication date

Keenline Inc. MUNICIPAL IMPACT Increased cost, –Packaging, Labelling –Equipment modifications –Tender documents time frames –Increased budget values –Cool weather applications Routine maintenance Capitol works

Keenline Inc. Material Update Low VOC paint products –Oil based with Acetone reducer –Advantages Can be applied in cooler temperatures No equipment modifications –Disadvantages More volatile Poor bead retention indicated to date

Keenline Inc. Material Update Water- Borne Products Advantages Presently being used throughout Ontario Equipment modifications completed by most applicators Increased bead retention –Disadvantages Long dry times in cold weather Poor performance when applied in cooler temperatures

Keenline Inc. Cool Weather products Products are being evaluated by MTO and Municipalities Spray Methyl Methacrylate –Approved by MTO as cold weather application product –Tested in several Municipalities for performance as a spray durable

Keenline Inc. SPRAY MMA 2006 MTO Test deck March 18 Air temperature minus 7 Material temperature in applicator minus 11 Cure time 20 minutes

Keenline Inc. SPRAY MMA December 2007 applied at various locations in Haldimand County Applied in Vaughan under cold conditions as well, over existing traffic paint

ORANGE TEMPORARY MARKINGS IN CONSTRUCTION ZONES First tested by the 407 Hwy. in Summer of 2006, Paint Tested that fall by MTO on HWY. 406 two lane, failed application Written into a contract on 427,concrete and asphalt in 2007,8 –Product was specified as Spray methyl Methacrylate orange florescent –Orange paint was applied in 2008 on 401 asphalt,

Keenline Inc. ORANGE TEMPORARY MARKINGS MTO has developed a Non Standard Special Provision for –Divided roadway situations( same direction) –Temporary work zone markings –All edge and lane lines in work zones –The use of spray MMA

Keenline Inc. ORANGE TEMPORARY MARKINGS Central Region contracts will include orange markings in 2009 Currently only one product approved High cost of material application is restricting use of the product Testing three new fluorescent orange products –Solvent based paint –Water-Borne paint –Another MMA

Keenline Inc. LEAD RESTRICTION IN TRAFFIC PAINT All pavement markings are required to be manufactured free from lead after December 31, 2010

Keenline Inc. MUNICIPAL IMPACT Increased cost, –Increased material cost impact per 4 litres is projected to be $ 3.06, – lead currently used to give color is low cost –Estimated to have poorer visibility and shorter life span –Packaging, Labelling –Tender documents time frames –Increased budget value possible
