Problem Uzbekistan faces growing HIV infection, primarily related to IV drug use International literature suggests promising approaches: Syringe exchange Condom promotion Substitute treatment

Objectives Identify the barriers to participation in harm reduction programs in Uzbekistan. Test whether an application of program theory, tangible incentives improves the coverage and effectiveness of harm reduction programs.
