From paper 1 to paper 3… Paper 1 Identify problem Describe problem in context Paper 2 Literature review: understanding the causes for your problem and/or why some solutions seem to work Paper 3 Provide specific solutions (policy or program)

What is a literature review? Select a topic, and within that topic, a question you would like to answer. Synthesize the body of research that you have reviewed, not each paper individually. What elements do they have in common, i.e., results, conclusions, implications? What elements do they have that are disparate? What overall conclusions can you make from this review of the research in relation to your question/topic? What implications do these conclusions have for policy in general? And for the specific context that you have chosen?

What paper 2 IS NOT… A paper comparing two countries A paper comparing data about your problem across different contexts A more detailed description of your problem A summary of the research done in some area In paper 2 we compare research to answer a question
