1.Disable is someone with disabilities. In Greece the number is estimated to be around one million 35% live in Athens 50%are concentrated in hospitality centres 1

2.Greece has taken important legislative steps to exercise social care for people with disabilities. The Greek constitution guarantees: Article 4 The principle of equality Article 21 Establishes the social rule of law and social policy of the state that make reference to the disability and their protection from the Constitution Article 22 Fortifies the right of disabled people in work 2

3.Professional rehabilitation programmes in Greece Secondary education for people from 14 to 22 years old 1.Workshop for vocational education and training(lessons: language,mathematics, computer, music, social and occupational therapy, gardening etc 2.Technical Vocational Workshop for Special Education, is an independent school established to educate and train people with special needs. This school operates in the following areas: Mechanical Electrical Applied arts Finance and administration Health and welfare 3

4.People with disabilities face usually obstacles in education, vocational preparation and professional life, which come from the lack or inadequacy of institutions and services to address specific needs. So we have:  Ergonomics workplace changes for people with disabilities (resolution of the Ministry of Labour)  Grants to employers for jobs for the people with disabilities  Policies for social inclusion of people with disabilities Actions for persons with disabilities to be engaged in business It is going to operate 101 new structures in employment promotion centers to serve the vulnerable groups and individuals in the process of entering the labour market 5

5.Benefits for disabled people Allowances for people with disabilities are: Severe mental deficiency : 332€/ month Mental deficiency : 230€/ month Autism : 230€/ month Cerebral palsy : 440€/ month Paraplegia – quadriplegia : 528€/ month Severe disability : 220€/ month Deaf people : 244€/ month 6

6.Social services The Social Care of Social Insurance Institution (ΙΚΑ – ΕΤΑΜ) for disabled people and people with disabilities It covers many areas and is an ongoing effort to care. The areas are: Disability pension Levels of disability Allowance of severely disabled Allowances paraplegia Therapeutic tourism programme 7

The social responsibility of IKA – ETAM : a.Allows the study of children with special needs in special schools and centers b.Allows special programmes :physical therapy, speech therapy, occupational therapy, etc c.Provide information and has consultive character d.Work with Paidopsyhic Health Centers in Athens,Thessaloniki, Patra which provides diagnosis, prevention and treatment for mental disorders e.Covers the care of children with serious body and mental disabilities in special public and private institutions 8

KEKYKAMEA – Learning Centers, Social Support and Training People with Disabilities (is under the Ministry of Health and serves all the population with disabilities) Purpose: a)Early diagnosis, treatment and counseling support b)Providing services and programs to develop social support c)The pre-vocational training d)Reliable information for people with disabilities and their families on issues related to disability e)Reference to people with disabilities to specialized services in social or regional level f)Development of methods and techniques which help people with disabilities in social issues 9

ΚΕΔΔΥ – Diagnosis and Support Centers for people with special educational needs Social welfare Responsibilities are the protection and assistance to families and children, protection of elderly,disabled and economically weak ‘Home Help’ program is one of the most important social programs founded by state and European Social Fund which aims to provide an organized and systematic care for elderly and disabled in their personal space 11

9.The ‘autonomous Living Conditions’ is a modern policy for disabled people which is widespread in most European countries but in Greece is still in infant state. In Greece only private centers have programs of Living Conditions. 10.The issue of accessibility for disabled people is very important to integrate people into society. The situation In Greece, particularly in Athens, has improved significantly after the Olympic Games. The European Union has already began the process of creating the ‘European Accessibility Label’, which will be given to destinations and facilities to meet the relevant requirements under the rules and standards. Creating accessible destinations in facilities based on the ‘Accessibility Plan’ includes the necessary actions in order to make the environment accessible. 14

11.VARIOUS PRIVILEGES Tax exceptions and discounts: a)Real estate b)Deduction from taxable income c)Discounts on inheritances 12.FREE-TIME ACTIVITIES There are many Activity Centers which began operating in This centers are opened evening hours and have artists atelier, ceramics workroom, computer programs, traditional folk dances etc Municipalities have ‘Massive Sports Programs’ where people with special needs are participating by playing sports such as basketball, football etc 15

The rights of disabled often violated by the State, society, all of us. Studies have shown that out of the children in Greece who need special education, training, only go to public or private special schools. The rest of them remain ‘trapped’ in their homes. And for that reason several times parents are those who fear the stigma and so they become racist by themselves. However in recent years the Greek society has begun to accept people with disabilities and make them part of the total VIEWS TOWARDS THE DISABLED IN GREECE

17 14.ORGANIZATION OF THE DISABLED The National Confederation of Person with Disabilities Founded in 1989 by organizations of people with disabilities and their families. AIM: Defend matters of common interest for all types of disabilities and represent people with disabilities and their families in the Greek State and society. The Panhellenic Federation of Parents of Persons with Disabilities Founded in members Defends and asserts the rights of childrens who suffer from mental deficiency, autism, kinetic and multiple disabilities
