Judith Schoonenboom, University of Amsterdam Henk Sligte, Ayman Moghnieh, Marcus Specht, Christian Glahn, Krassen Stefanov Pilot evaluation in TENCompetence: a theory- driven model

Pilots in TENCompetence Aim: to test the TENCompetence infrastructure, consisting of its technical infrastructure and its underlying pedagogical, knowledge-sharing and assessment exchange models Four pilots: –Spain: Digital Cinema pilot –Bulgaria: ICT Training pilot –Unesco Water Management pilot –Antwerp Lifelong Learning City pilot

A picture of the pilot evaluation model

Characteristics of the evaluation Implementation evaluation Focus on discrepancies between implementation steps Focus on differences between pilot sites Focus on outcomes Learner needs are included Focus on programme theory

The evaluation model helps in: Setting up the pilots Clarifying differences between stages of implementation and between pilots Clarifying the programme theory Focusing the evaluation Setting up an experimental design
