Citing Statistics and Data : Toward an accepted standard Gaëtan Drolet Data Liberation Initiative Communications and Library Services Division Statistics Canada IASSIST 2006 Ann Arbor May 26, 2006
Contents u From last year u Citation terminology u Which data? u Citation and metadata u Essential elements of statistics, data and maps citations u Towards an accepted standard u ISO 690 and ISO u IASSIST role
From last year at IASSIST u Existence of citation practices in the data community u No guidelines used/proposed by national or international statistical agencies u The role IASSIST can/should play in the development of citation guidelines u Data Citation Initiative has been proposed and accepted by IA officers u Citation issue is now part of the Data Documentation and Citation Interest Group
Citation terminology u We use different concepts u Citation = complete bibliographical reference u Not MARC record u More than Source or Copyright u Guidelines or standards u Need for a clarification of the vocabulary
Which data? u Various statistics, data and maps products u Variety of products = variety of citations u For each categories and sub-categories, we need a different model/format of citation: 1 Statistics (aggregate tables) 2 Data (microdata files) 3 Maps (GIS map)
Citation and metadata u Bibliographical reference is often the forgotten element of metadata u Complete citation should be a component of any metadata system u DDI has tags for bibliographical citations u Recommended elements for citing should be part of the DDI u Citation should be consider as a value added information to the DDI
Essentials elements of statistics, data and maps u An illustration from: « How to cite Statistics Canada products » u Identified elements for each categories of products u Information on elements is structured u Each element is defined u An example developed for each statistics, data and maps products u Elements → Citation models → Examples u The result : STC Citation Guide
Towards an accepted standard u Will become the proposed standard for the organization u To be integrated in the dissemination tools u To be integrated in the production process, in any product, any web product as a proposed citation u To be integrated in the metadata system
ISI 690 and ISO u ISO 690: 1987 Bibliographic references - Content, form and structure u ISO 690-2: 1997 Bibliographic references - Part 2: Electronic documents u ISO Project 690: a revision to amalgate and update the two existing standards u Examples of statistics and data citations have been proposed by Canada u Poor feedback. No data oriented members on the group u A standard should emerge from the (our) data community
IASSIST role u IASSIST has a leading role to play for developing guidelines/standards to properly cite statistics, data and maps u IASSIST is the place to develop a common citation language u DDCIG: need of a working group to work more specifically on this issue ? u Among the potential actions : → Define the characteristics of accepted and common guidelines/standards →Develop a web tool →Promote the guidelines →Be present in the DDI group →Follow the ISO revision →Use the STC Citation Guide as starting points u Partners needed to move in this direction
