Formats for textbooks may be print or nonprint, including hardbound books, softbound books, activity-oriented programs, classroom kits, and technology-based programs that require the use of electronic equipment in order to be used in the learning process. § 115C-85 Defines textbooks

DPI develops the criteria for evaluation and selection DPI drafts the Invitation to Submit Textbooks for Evaluation and Adoption in NC that contains the criteria for selection, all the procedures publishers must follow, and the timeline for submission The SBE (including their legal counsel) approves the invitation and then it is sent to Publishers via the NC Publishers Registry Adoption Process

The Textbook Commission selects the advisors who will apply the criteria to the submitted textbooks Based on the results of their own reviews and the reviews of the advisors, the Textbook Commission provides a recommended list of approved textbooks to the SBE The SBE makes the final decision regarding the list of approved textbooks Contracts are completed Adoption Process (continued)

Questions?

QUESTION: Draft Jan 3, Will there be state funding in 2015? Decisions regarding the funding for textbooks and instructional materials are made by the General Assembly. The State Board of Education (SBE) will request funding from the General Assembly for textbooks that would then be allotted to the LEA (Local Education Authority) based on their average daily membership. The SBE November newsletter states, “Textbooks, classroom technology and instructional supplies top the expansion budget request for the State Board of Education. Members approved the $162 million request this month. Working within the guidance of the Office of State Budget and Management, SBE members had to cap their request at 2 percent and submit funding reduction options so that the net impact to the General Fund is a 2 percent savings. Funds to support increases in student enrollment will be separately submitted. If funded, the $76.8 million increase for textbooks will bring textbook funding levels from $15.28 per student in average daily membership to $67.15 per student. Other items in the request focus on support for lowest-achieving schools, professional development and connectivity. “ Most LEAs have textbook money left over from prior years so they can use those available funds to purchase new materials.
