Bareilly district is a northern Indian state of Uttar Pradesh. In ancient period this region was the capital of the ancient kingdom of Panchala, and during medieval period it was capital of Rohilkhand region. The city is situated 252 from state capital, Lucknow, and 250 kilometres (155 mi) from the national capital, New Delhi. It is the seventh-largest metropolis in Uttar Pradesh and the 50th-largest in India. According to 2011 census its population was approx. 45 Lakhs.

Main Challenges during Lok Sabha Election 2014 Electoral Roll Revision The district was communally surcharged because it was a witness of several communal riots during previous years. It is an urbanized district so urban apathy was also a cause which make people dull towards voter registration and casting the vote. People commitments are much higher towards local leaders of small segments like local bodies & assembly constituencies. People show less interest in the voter registration process before Parliamentary Election.

Steps taken to win faith of people afraid of riots Constituted peace committees with the participation of all communities. Organized peace marches. Assure people that they are safe and secure by showing them clippings of security arrangements. Green cards distributed to the people living in communal sensitive areas, these cards contain all emergency and voter registration help line numbers. With the cooperation of multiple religious, political and social groups make the people ready to enroll as well participate fearlessly in election. Analyzed and Discussed the problems of voters of every area in advance.

Motivated Groups and People Called a seminar to create an effective and active methodology of campaign for voter registration and voting. As a result of these seminars voluntarily many people, social groups, educational institutes, media groups & person, hospitals and women organizations having undisputed and secular image came forward to participate in the Voter registration campaign

Allocation of Work to Volunteer, organizations and groups We have put a list of categorized work to the volunteers and make them free to choose any work of their choice. There was no compulsion over the groups and by their own choice & missionary zeal they were allowed to perform the chosen tasks. All Voter registration camp were organized in a balance behavior through the localities of different communities, which created a public view that registration process is just, transparent and unbiased.

One thousand Matdata Chaupals were be organized for voter registration

Maintained communal harmony with the help of social, media, writers and Government system to motivate voters for registration

Print Media cooperated with printing of advertisements, Parent teacher meet organized in aprox 3000 school of the District. Teachers played key role to motivate parents for registration.

Be Voter and do vote clebrated as a mega event with brand ambassador Wasim Barelvi and Malini Awasthi 10,000 people participated.

A march-past was organized 10,000 people participated for voter awareness it was an event of 3 hours

Organized voter quiz for 30 days over All India Radio and FM. Two prizes per day and a total of 60 prizes were given to the voters given correct answer. Which inspired youth a lot to be a voter during summary revision. All India radio broadcast the appeal to voters and message of District Magistrate in a repetitive manner to motivate the voters for voting. FM Channel also participated actively in broadcasting the songs, messages to motivate the voters for voting.

Voter Registration increased when An appeal was done by DM to the voters to take written oath that “they will cast their vote”. Surprisingly out of 30,00,000 oath paper distributed 21,00,000 people take written oath and submitted duly filled and signed oath paper to election office.

Matdata Jagrookta Rath arranged and T-Shirts & Caps distributed with the help of sponsors. Which make people attract to come and learn How & Why to be a voter

Through Nukkad Natak and audio visual aid spread the message “Be a Voter”

Slip, Hand Bills, Stickers and Stamps used as a tool to motivate voter Registration. Mainly use of stamps by Bank, Sugar Mills, Pharmacists and Doctors paid good impact. Banks cooperated to put an stamp over all transaction slips for motivation of voters. Doctors also used with a incentive that any person who has stamped subscription can again visit to doctor without fee if he shows that he/she got registered and cast the vote. Sugar Mill also Played a significant role to make aware cane growing farmers

A group of 200 female Inter College & University Teachers, Lecturer and Professors in a door to door campaign contracted 1,00,00 female voters and motivate to be a voter and vote

Huge Kite Festival organized to aware youngsters for voter registration.

Facilities Provided to voters at poll day With the help of educational institutes 50 buses arranged to carry voters from prime locations to their booth. Parking facility arranged for voters so that they can come to booth by their own vehicle. Volunteers of NSS and NCC worked through out the poll day to help senior citizens and physically challenged people.

For Duplicate Name Deletion Oath format developed and distributed. Appointment of Booth level observers 1 observer per 5 booths. No sue motto deletion. Weekly meeting at DEO level. Frequent Meetings of ERO with BLOs.

Out comes of Efforts A total of new 2,75,792 voters increased during summary revision and continues revision. Gender Ratio to 816 E.P. Ratio Age Cohert % PER - 100% EPIC %

achievements can be summoriesd in following points Achieving a 100% and EPIC coverage for a 3 million electorate. 100% de-duplication Increase in gender ratio by 18( per1000) and age cohart to 3.89% Complaint-less, citizen friendly and abolutely fair Electoral revision. Achieving a net increase of almost 3 lakh voters.
