March 2015 Abstract This document shows the abstract of “New Federal Spectrum Access System (SAS)” proposed by President’s Council of Advisors on Science and Technology and “Further Notice of Proposed Rule Making (FNPRM) for 3.5GHz Spectrum Access System (SAS)” proposed by FCC. This document only shows the latest information as of today, and it will be possible to change in near future. Naotaka Sato, Sony

March 2015 Results of WRC-12 The 3400 - 3600MHz band is allocated to the mobile, except aeronautical mobile, service on a primary basis and is identified for International Mobile Telecommunications (IMT). 3GPP defined Band22 (FDD) and Band 42 (TDD) for LTE Most of countries will NOT allocate to operate licensed- exempt devices. In US, the 3550 – 3650MHz band is used for Military radar system and Fixed Satellite Service Earth Stations Naotaka Sato, Sony

New Federal Spectrum Access System (SAS) March 2015 New Federal Spectrum Access System (SAS) President’s Council of Advisors on Science and Technology (PCAST) proposed on July 20, 2012 http://www.whitehouse.gov/sites/default/files/microsites/ostp/pcast_spectrum_report_final_july_20_2012.pdf Naotaka Sato, Sony

New Federal Spectrum Access System (SAS) (Cont.) March 2015 New Federal Spectrum Access System (SAS) (Cont.) PCAST recommends the President issue a new memorandum that: states the policy of the U.S. government is to share underutilized Federal spectrum; and identifies immediately 1,000 MHz of Federal spectrum for sharing with the private sector; and The New Spectrum Superhighway: Divides spectrum into substantial blocks with common characteristics Makes sharing by Federal users with commercial users the norm Measures spectrum effectiveness using a new metric Increases capacity by 1000’s of times. Naotaka Sato, Sony

New Federal Spectrum Access System (SAS) (Cont.) March 2015 New Federal Spectrum Access System (SAS) (Cont.) Federal and Shared Spectrum Bands Under Investigation Naotaka Sato, Sony

New Federal Spectrum Access System (SAS) (Cont.) March 2015 New Federal Spectrum Access System (SAS) (Cont.) Use Existing Technologies Database Management Technology Geo-location Database Management is already being implemented by FCC in TV Band Policy Immediately Enables Existing Technologies such as Small Cell Optimized for Aggregate Capacity Wi-fi offload, already integral to Carrier traffic, is the proof point Not Dependent on Cognitive Radio, Smart Antenna, DSA Technologies a sharing architecture will increase investment dollars and accelerate an innovation cycle implementation will further improve effectiveness Naotaka Sato, Sony

New Federal Spectrum Access System (SAS) (Cont.) March 2015 New Federal Spectrum Access System (SAS) (Cont.) Implement a Federal Spectrum Access System Hierarchy of Users Federal Primary Access (Incumbent) Secondary Exclusive Access (Accommodates non-shared access technologies like LTE or Quality of Service Applications) General Authorized Access Geo-location Database with policy information Sensing option for Federal Systems Allow Access to Unused Spectrum Naotaka Sato, Sony

Frequency Assignments March 2015 Frequency Assignments A minimum of fifty percent of the bandwidth, rounded to the nearest 10 megahertz, available for Citizens Broadband Radio Service users in a given census tract must be reserved for General Authorized Access use. The remaining bandwidth shall be made available to Priority Access Licensees. (Part 96.13) Naotaka Sato, Sony
